415 <br /> • <br /> October 15,1906 <br /> The regular meeting of the Everett City Council was called to order <br /> at 7:00 p.m. October 15, 1986 in the Council Chambers of the <br /> Everett City'Hall, President Gipson presiding. Upon roll call it <br /> was found that all councilmen were in attendance. Mayor Moore was <br /> excused. <br /> minutes of the meeting held October 8,1986;mre approved as printed. • <br /> mAYOMS COMMENTS <br /> President Gipson,on behalf of Mayor Moore presented capt. Lang of <br /> the Navy with a City of Everett flag. Capt.Lang then thanked the <br /> council and citizens of the city for their hospitality while the <br /> U.S.S.Cook has been here and presented the city with a plaque. <br /> NAVY TRAFFIC PLAN <br /> Pat McClain reviewed a Navy Transportation Package that was not <br /> fully funded at this time but Was expected to be in the future. The • <br /> portion along Marine View Drive would be federally funded. Alverson <br /> Blvd., 37th Street and a study of downtOwn Everett are on the state i I - <br /> budget. The balance are areas where the city has stated they will <br /> use some of the gas tax money for signalization projects and ( • ' <br /> discussions are being held with the Port of Everett regarding Marine <br /> View Drive north of lath Street. <br /> CIP FINAL REPORT I <br /> .. <br /> Councilman Siva said the Executive Committee on the C1P had their <br /> final meeting Tuesday morning and asked Bill Bell ' <br /> er a .0.0 01 the i <br /> committee to present the final report to the council. <br /> Sr.Beller said the committee;ma formed as a result of a retreat by <br /> the City council and Administration in February where they prepared <br /> a list of projects at a cost of$42 million (including I:5 million 1 <br /> for senior housing). The conmittee,mission was to formulate a <br /> plan of action for reviewing and prioritizing short and long-term <br /> capital improvement projects;to develop a plan of action that would <br /> include a format for inviting public input on the identified capitol <br /> improvement projects and to make reconmendations on funding sources <br /> for financing approved capital improvement projects. :1• <br /> '11 • <br /> The committee reviewed the descriptions, costs and public opinion <br /> polls provided on twenty different projects during 15 one-and-one <br /> half hour meetings and three four-hour workshops. After giving <br /> considerable attention and study to putting tOgether a potential <br /> bond issued recommendation,the committee formulated the following: <br /> 1. Recommends deleting from the C1P bond issue proposal the <br /> Government Center parking garage and Plass LOPE cost of $1.8 . • <br /> million and'recommends that council and administration continue to <br /> Pursue alternative financing sources. • <br /> ,. Y. Recommends the deletion of the City Dump Site Soccer Field from <br /> CIP bond issue consideration due to the questions surrounding <br /> hasardous waste disposal. He said they believe that this project <br /> remains a high priority project which should be pursued once the <br /> hazardous waste question is cleared up. <br /> 1•1:1 - <br /> • <br />
