419 <br /> October 15,1986 <br /> NOB, THEREFORE, THE CITY COUNCIL OF THE CITY OF EVERETT <br /> resolves that an emergency is delcared and the City Administration <br /> is authorized tO negotiate a contract with Savage Enterprise, Inc. <br /> for 915,778.54 for asbestos removal and diaposel at the"City Center <br /> Apartments.property. <br /> Roll was called with all councilmen voting yes. <br /> Motion carried. <br /> PRESIDENT'S CONSENTS <br /> President Gipson said that Item No.2,the Adult Use Zone and Public <br /> Hearing,was advertised in the legal manner in tbe newspaper under 1 1 <br /> City Council agenda items. However, the usual procedures of the ' <br /> Planning Department IS Co informly notify all participants of any <br /> issue on the date of the council's consideiation. A notice of the 1 .1 <br /> October 15th hearing date was not sent to participants IC it is the <br /> recommendation of the Planning and Legal Departments that the City <br /> Council open the bearing today and bear the staff's presentation and <br /> able. The coUneil has had <br /> tO make some proposals regarding taxes that have been very difficult <br /> tO do. He said in past years when the city was in better financial <br /> condition,the council has lowered taxes and he felt everyone should <br /> keep this in mind in the weeks to come. <br /> Bill Cushman,Budget and Finance Director, said before the council P1.1 <br /> tonight was an ordinance that would repeal the current method of <br /> taxing movie theaters and replacing that with an alternete teat ie ri . <br /> in effect in the city tor all other entertainment places. He said <br /> back in the fig's a 150 per seat Per Year tes wee Pl... <br /> theatres. au other facilities charging aalaise,..e pay a Sk tax on <br /> their sales of tickets. This ordinance would bring the theaters in <br /> cOmpliance with these other businesses.
