Adult nee businesses probably have a <br /> negative effect on adjacent residential land values. <br /> 15. That cc -',ration of adult use businesses will make it <br /> difficu- to trace a customer of an adult use business <br /> involved in illegal behavior outside an eetablishment back to <br /> that establishment. <br /> 16. That several areas of the City have been identified by <br /> federal and State agencies rte distreesed areas,primarily in <br /> the north end and the central part af the City. Everett has <br /> received substantial federal funding through the Community <br /> Development Black Grant Program for ten years which funding <br /> has been used to revitalize these areas. That these areae <br /> have abnormally high concentrations of young people under the <br /> age of eighteen(18). <br /> if. That Everett provides a single family and mu/tiPle <br /> housing rehabilitation program directed at improving the <br /> lives of lower income individuals and families and at <br /> improving the general character of the Block Grant designated <br /> neighborhoods. <br /> 18. That Everett has Just recently invested $150 million in <br /> repairing end improving the City's sewer and water system, <br /> replacing bridges, improving streets, Parka and reCreation <br /> facilities,and constructing a new tire station,in Order to <br /> improve the quality of life for its citizenry. <br /> 19. That Everett bas invested substantial tax dollare to develop <br /> an overall economic development strategy, revitalize the <br /> central area from Port Gardner Bay to the Snohomish River, <br /> . develop a barborfront urban deaign plan, a development plan <br /> for South4mat Everett, and plans for the redevelopment of <br /> North Broadway and Evergreen Way. <br /> 20. That Everett citizens have demonstrated a deeire to instill <br /> greater pride in their community through the development of <br /> written and pictoral histories of their neighborhoods. <br /> 21. That several areas in Everett have developed strong <br /> neighborhood organizations whose purpose is to improve the <br /> quality of life in their neigbborhoods. <br /> 22. That a number of large public infrastructure improvements <br /> have been or will be made by property owners along North <br /> Broadway,South EVereft Nall Way, Evergreen Way, the Silver <br /> Lake area,Southwest Everett,Smith Island and Casino Road. <br /> 23. That Everett has been involved in a lengthy process to update <br /> its Comprehensive Plan as a guide to the City's future and <br /> bas worked with the Lowell community to develop a draft <br /> neighborhood plan to specificallY guide develoPment that <br /> neighborhood. <br />
