The total estimated cost and expense of the <br /> improvement are declared to be 81,081,100. The entire cost and <br /> expense of SaCh improvement shell be borne by and assessed against <br /> the property specially benefited by such improvement, except any <br /> public contributions determined by City Couhcil, if any, that may <br /> become available to help defray the cost of such improvement may be <br /> added. All persons who may desire to object to the <br /> improvements described herein are notified t appear and present <br /> such objections at a hearing before.the City Council to be held in <br /> the Council Chambers in the City Hall in Everett, Washington, at <br /> 8:30 a.m. on December Al,1986,which time and placeare fixed for <br /> hearing all matters relating to the proposed improvement and all <br /> objections thereto and for determining the method of Payment for the <br /> improvement. Any person who may desire to file a written protest <br /> with the City Council may do so within thirty daYs after the date of <br /> passage of the ordinance ordering the improvement in the event the <br /> local improvement district is formed. Such written protest should <br /> 6 I be signed by the property owner and should include the legal <br /> description of the property for which the protest is filed and such <br /> pretest ehould be delivered to the City Clerk. <br /> Section 5.
