Section 3. The total estimated cost and expense of the improvement are declared to be 81,081,100. The entire cost and expense of SaCh improvement shell be borne by and assessed against the property specially benefited by such improvement, except any public contributions determined by City Couhcil, if any, that may become available to help defray the cost of such improvement may be added. Such property shall be included in a local improvement district to be established embracing as nearly as practicable all • the property specially benefited by the improvement. • Section 4. All persons who may desire to object to the improvements described herein are notified t appear and present such objections at a hearing before.the City Council to be held in the Council Chambers in the City Hall in Everett, Washington, at 8:30 a.m. on December Al,1986,which time and placeare fixed for hearing all matters relating to the proposed improvement and all objections thereto and for determining the method of Payment for the improvement. Any person who may desire to file a written protest with the City Council may do so within thirty daYs after the date of passage of the ordinance ordering the improvement in the event the local improvement district is formed. Such written protest should 6 I be signed by the property owner and should include the legal description of the property for which the protest is filed and such pretest ehould be delivered to the City Clerk. Section 5. WATER RESERVOIR COVER AGREEMENT Moved by Councilman Gangue,seconded by Councilman miva to authorize the Mayor to execute an agreement with DSHS to cover three water reservoirs. Roll was called with all councilmen voting yes. Motion carried. Councilman Overstreet asked if the plans are still to use the reeervoirs for recreation purposes after they are covered and Wheal, Public Works Director, replied two of them would be. The . third would be a floating cover so this one mould not be. •
