463 <br /> November 5,1986 <br /> The regular meeting of the Everett City Council was called to order <br /> at 8.30 a.m., November 5, 1986 in the Council Chambers of the <br /> Everett City Hall,Vice President Morrow presiding. Soon roll call <br /> it was found that newer Moore and all councilmen were in attendance <br /> except Councilmembers miva and Gipeon who were excused. <br /> Minutes of the meeting held October 22, 1986 and October 29, 1986 11 <br /> were approved. <br /> MAYOR'S COMMENTS <br /> mayor Moore stated that the selection of the second judge for the <br /> municipal court would be made later today and he would make the <br /> announcement of that appointment next week. <br /> COUNCIL COMMENTS <br /> Councilman Stephenson reported on the Finance and Budget Committee <br /> meeting held this morning. The Budget Committee is recommending the <br /> final reading of Council Bill 8610-91, General Utility Taxes, be <br /> held on November 26,1986 to coincide with the final reading of the <br /> Budget Ordinance to insure compatibility with a balanced budget. <br /> A workshop is planned on Hotel/Motel Tax for the Council agenda next <br /> week if agreeable. The Chamber of Commerce will also be invited to <br /> Participate in the workshop• <br /> Councilman Overstreet commented on the notice from Viacom <br /> CableVision regarding the a proposed reorganization. A resolution <br /> will be forthcoming in the next two to three weeks as required by <br /> • the existing agreement. • • <br /> Councilman Gangue eaked if some type of legislation could be <br /> prepared regUlating the installation Of satellite dishes for <br /> television reception. Bruce cowed, city Attorney, will provide <br /> information on this iesue. <br /> • <br /> Councilman Pope stated on a recent trip through the Lowell <br /> neighborhood, he noticed that the Getchell House is wide open and <br /> unsecured and presents a hazard. He asked Al Theal, Director of <br /> Public Works, to see that the owner is notified and that the <br /> Property is SeCUred. <br /> Vice President Morrow commented on the recent appraieal of City <br /> Art. Surf II,commonly known as Big Foot,has an appreieed valne of <br /> $120,000. The artifact is located at the the boat launch at the <br /> Port of EVerett bUt the City retail..ownership. The appraised value <br /> of the various City owned art pieces is in excess of 042,000. <br /> Vice President Morrow reminded everyone of the ceremony on Saturday <br /> to commemorate the Everett Massacre. The ship, The Good Time II <br /> will be at the dock from 12 to 1 p.m. <br /> • <br /> • <br />
