He said there aresix items listed, the <br />•[ north south route with elevated roadway by Scott Paper, eliminating <br /> 19th St.a ac route to the base onthe.waterfront,that the <br /> Taff and council would work with all the neighborhoods to mitigate <br /> impacts, construction impacts would be considered and minlmired, <br /> consideration should be given to a one-way grid system on Everett <br /> and Pacific Bvenues and the CityCouncil desired the best possible <br /> route at anaffordable cost exclusive of any direct city cash <br /> outlay. <br /> He said the council had not talked with the neighbors along 37th <br /> St. He felt this would be a major corridor to the navy base and <br /> discussion had been held to keep the traffic going through the <br /> downtown area so that the businesses could received some benefit <br /> from it. He said the overlay funds were in the general fund and <br /> the resolution said there would no outlay of Cash funds. He Telt <br /> this w s In conflict with the resolution adopted in 1985 and it <br /> should be repealer{prior to any action today. <br /> Councilmen Stephenson said the council was aware that there were <br /> ld streets that the federal government and navy wou <br /> responsible ford here that they wouldn't be. The budget <br /> committee reviewed this and knew there was some three million <br /> dollars in the Street overlay Fund that will b re-directed over <br /> the next several years dealing with transportation routee outside <br /> corridor.rridor. He said he uses 37th St. and there isre and more <br /> traffic on the street. The north-south alternative that was <br /> discussed dealt with the realization that 37th would have to be <br /> Improved to insure that there would not be so much traffic an 41st <br /> St.that the citizens would not stand for it. He did not think the <br /> I request before the council today was inconsistent with the <br /> resolution.
