Design is expected to take about one year. <br /> John Klasell, Consulting Engineer, reviewed the recommendations for <br /> Marine View Drive,block by block showing the necessary improvements <br /> which will be considered in this phase of the road improvements. <br /> Councilmen Morrow stated that Scott Paper should not be adversely <br /> affected by the additional traffic which will be generated by the <br /> increased activity of the Navy base. <br /> Mayor Moore stated that the City considered Scott a partner in the <br /> design stage and has invited Scott to provide a engineer to work <br /> ' with the City on the road design. <br /> Councilman Overstreet asked if any handicapped improvements will be <br /> included. Ur. Klasell stated that any time you work with federal <br /> 1 <br /> funds,access f or the handicapped is required and these improvements <br /> will be provided. MeYor Meese <br /> stated this is the only document of its kind in the country. <br /> Mark Houser,'1812 Holbrook, Stated that the Congress may kill the <br /> Navy base bs% not proilding adequate funding. He also stated the <br /> road plan was that of the Department of Transportation and the Navy <br /> and not the City's. <br /> Chuck Mahlun, 101 Beech, representetive of the Scott union <br /> employees,expressed concerns about access for Scott employees. He <br /> stated the access roads should be in place prior to the ships <br /> arriving at'the base.
