126 march 25,1887 <br /> SOLE SOURCE PURCHASE <br /> Dived by Councilman Narrow, seconded by CcLincilman OVetstreet to <br /> authorize the Purchasing Department to purchase the required traffic . <br /> line paint from Norris Paint via the interlocal agreement with the <br /> State of Washington. <br />, I Roll was called with all councilmen voting yes. <br /> Motion carrie, <br /> CIP FUNDING <br /> Moved by Councilman Langus, seconded by Councilman Nils to <br /> appropriate $10,000 from the Public.Information Office budget to <br /> fund the development of perspectives and production and for 4 <br /> distribution costs of a voter's pamphlet covering the CIP projects. <br /> Roll was called with all councilmen voting yes. <br /> IMotion carried. <br /> AGREEMENT 8 <br /> Moved by Councilman Niva, seconded bY Councilman Overstreet Cl <br /> authorize the Mayor to sign supplemental agreement 82 to an existing <br /> agreement with Walker 8 Associates for aerial mapping. <br /> Roll was called with all councilmen voting yes. <br /> Motion carried. <br /> SHORELINE PERMIT <br /> Gerry Ervine, Planning Department, Stated that the applicant, <br /> Everett Development Co. Ruth Ruppert, has applied for a Shoreline <br /> Permit to allow the filling of approviMatelY 50 algae on the notth <br /> end of Smith Island, south of Union Slough and xeSt of Highear 2, <br /> N. The fill will include up to 800,000 cubic yards of clean <br /> inorganic fill material and the construction of industrial buildings <br /> totaling approximately 1,300,000 square feet in area. The fill <br /> material will be obtained from numerous sources,with each source to <br /> be evaluated by the responsible agencies prior to initiating any <br /> filling. This review will identify physical, chemical and <br /> biological character of landfill material;source of fill; method of <br /> placement and compaction;tyPe of Pro...surfeeing; end method Of <br /> perimeter erosion control. <br /> Councilman Morrow asked if the 50 foot wide wildlife riparian buffer <br /> requirement was adequate. It.Ervine stated that generally/00 feet <br /> is required but due to the large shoreline of this project, the <br /> width requirement had been diminished and the 50 foot requirement <br /> will be more than adequate for this site. <br /> Ruth Ruppert,Nine Lake Bellevue Dr.,Bellevue,stated she had begun <br /> this project and permit process in 1878 and was appalled at the <br /> amount of government delays she had encountered both in Snohomish <br /> County and the City. <br /> I; <br /> „ <br />
