The city participated in the 1'., <br /> project but did not <br /> iactually vote on the recommendation. He said <br /> the three stes proposed are on Smith Island, the old Weyerhaeuser 1 11 ',I <br /> site and the former landfill. The three vendors submitting <br /> proposals were Cravo Energy Resoures, Fluor/SEI a ,oint venture of 'III,' , <br /> Fluor Corporation and Southern Electric Int. and the Tulalip , - <br /> Tribes/Ogden Martin Systems.Inc. <br /> Bruce Jones, City Attorney, said he thought he should bring the I , <br /> Al <br /> contract negotiations with the county to the council for their <br /> ' rIli <br /> information except there has been none. He said he was bewildered I 5 ''''''1' <br /> by this and didn't know exactly where they were. He said also <br /> Environmental Impact Statement will have to be prepared and under <br /> the state law, there is a question as to whether the county Is the ,P 1 <br /> lead agency or if the city will be the lead agency. He recommended <br /> the city and the county be co-leads on the environmental work. III', ' <br /> Representatives of Ebasco, the consultants employed by the clty to illij 'I <br /> evaluate the three vendor's proposals, presented a detailed report , <br /> on the qualifications and experience of the companies, financial -5'1,I' <br /> ability, and costs of construction. They felt they should 0100. <br /> the best project at the highest quality, but it should also be a <br /> proJect at an affordable price. The result was that Oravo and Ogden ' i i <br /> were very close in the ratings with Fluor being lower. , <br /> Mayor Moore pointed out that the choice of Snohomish County was not I 9 <br /> the same as the city's consultant had chosen and this should be <br /> discussed with the county. <br /> Moved hy Councilman Overstreet, seconded by Councilman Stephanson ' .i.'1 <br /> that the council request from the county came.an opportunity, in <br /> the city's formal session, to discuss GBB's report with them and ' <br /> I ' <br /> *5 <br /> '5 <br /> ' 1 <br />
