Its <br /> arrival in the community can be predicted on a timetable marked in li <br /> months rather than years. Our challenge is to be prepared for the <br /> arrival of the task force. In conjunction• with the <br /> Everett/Snohomish County Impact Coordinating Council (ESCICC), w <br /> Loeou lennimny. <br /> un for the base and new Navy families that we will welcome <br /> �m <br /> Start of construction at the Navy base allows us to proceed with the <br /> Maxine View Drive Project, 18th to Pacific Avenue and the Alverson <br /> Bridge Replacement roject. We expect the Marine View Drive <br /> project, funded by federal funds, to be completed in late 1990 and <br /> the Alverson Bridge Proect, funded by state and port funds, to be <br /> completed in 1989. Other studies involving Navy access issues, <br /> funded by the state will commence In 1988. As I mention these road <br /> and bridge projects,I also want to thank the City Council for their <br /> support which led to the successful completion of negotiations with I' <br /> the BNRR. The construction of bridge replacements et Hewitt,Oakes <br /> and Lombard will be completed by November 1988, <br /> In 1987 the City of Everett conducted an active economic development <br /> marketing effort. Everett has a lot to offer Including the <br /> infrastructure end one of the best water supplies in Washington. <br /> ommercial/retail development was at the forefront of 1987 <br /> development. New shopping centesome <br /> mall expansions, improvements <br /> e <br /> downtown, and the new regional E headquarters are so a highlights <br /> economic the activity. The onomic expansion continued along south <br /> Evergreen Way and Everett cMall Way. Next year we should also see <br /> expansion of our industrial and business perk base as infrastructure <br /> Improvements will help in.attracting new business expansion to <br /> southwest Everett. We can look with pride o r LID programa, <br /> probably the most active In the entire state, as one of the <br /> fundamental reasons for this growth. <br /> Let us now look ahead and focus on the future. Recognizing the <br /> kmcertainty Imbalances, thea weakenediodollarnal �u end suchas <br /> stock market impact trade <br /> impacton <br /> People end businesses,we approach 1988 with cautious optimism. <br /> ey far, the major highlight of the 1988 budget is the inclusion of a <br /> formal cultural end recreational improvement plan. This plan covers II <br /> the funding and long-term financing r for approximately twenty <br /> g <br /> Projects. Many of these projects a first Identified In the <br /> Thorsen-Peterson study which was <br /> commissioned to identify the kinds <br /> of improvements needed In Everett for the foreseeable future. Many <br /> of these improvements were Confirmed again by the Citizens Committee <br /> which studied our <br /> r capital needs during much of 1987. The capital <br /> section of this demonstrates that these projects c all be <br /> accomplished o tentthe next ten to fifteen years through a balanced <br /> combination of wash payments and bonding. <br />
