We expect the Marine View Drive project, funded by federal funds, to be completed in late 1990 and the Alverson Bridge Proect, funded by state and port funds, to be completed in 1989. Other studies involving Navy access issues, funded by the state will commence In 1988. As I mention these road and bridge projects,I also want to thank the City Council for their support which led to the successful completion of negotiations with I' the BNRR. The construction of bridge replacements et Hewitt,Oakes and Lombard will be completed by November 1988, In 1987 the City of Everett conducted an active economic development marketing effort. Everett has a lot to offer Including the infrastructure end one of the best water supplies in Washington. ommercial/retail development was at the forefront of 1987 development. New shopping centesome mall expansions, improvements e downtown, and the new regional E headquarters are so a highlights economic the activity. The onomic expansion continued along south Evergreen Way and Everett cMall Way. Next year we should also see expansion of our industrial and business perk base as infrastructure Improvements will help in.attracting new business expansion to southwest Everett. We can look with pride o r LID programa, probably the most active In the entire state, as one of the fundamental reasons for this growth. Let us now look ahead and focus on the future. Recognizing the kmcertainty Imbalances, thea weakenediodollarnal �u end suchas stock market impact trade impacton People end businesses,we approach 1988 with cautious optimism. ey far, the major highlight of the 1988 budget is the inclusion of a formal cultural end recreational improvement plan. This plan covers II the funding and long-term financing r for approximately twenty g Projects. Many of these projects a first Identified In the Thorsen-Peterson study which was commissioned to identify the kinds of improvements needed In Everett for the foreseeable future. Many of these improvements were Confirmed again by the Citizens Committee which studied our r capital needs during much of 1987. The capital section of this demonstrates that these projects c all be accomplished o tentthe next ten to fifteen years through a balanced combination of wash payments and bonding.
