Al Shelstad, Police Chief, stated the Police Department had been , <br /> working with Buzz McLeod,ovmer of Burry's, to establish regulations <br /> and licensing for teen dances and dance halls. The purpose of the <br /> •1 proposed ordinance is to provide a safe environment for the young <br /> people of the community. Some of the provisions of the proposed <br /> Ordinance are that no one under the age of 16 is allowed on the <br /> premises without a parent or legal guardian:no one over the age of <br />, A•l 20 is allowed on the premises unless as a parent, legal guardian or <br /> employee; 2:00 am. closing time, adequate security 0000 001, <br /> i 6 adequate illumination and readmission fee. <br /> rr <br /> 4 Chief Shelstad stated that Mr. McLeod has been very cooperative in <br /> G 4, working with the city in drafting this proposed ordinance. He <br /> t b, stated that there is not agreement on the closing time as Buzzy's <br /> runs an "after hours" session from 1:00 a.m. to 4:00 a.m. for <br /> y PO persons over 18 years of age. He stated that most of the problems <br /> and calla are during the after hours. <br /> p,f Robert Johns, Police Department, reviewed the problenm and <br /> complaints that have been received in connection with the dances. <br /> r Mr.3ohns stated that the Police Department's purpose to to insure a <br /> ;`I, safe environment for the teenagers. <br /> 'All' Sgt. Delorm, Seattle Police Department, reviewed the problems and <br /> i, challenges they faced with the"teen dance halls" in Seattle. Off <br /> duty police officers are hired to provide additional security at the <br /> club in Seattle. There is also a reentry fee which eliminates some <br /> of the drugs and alcohol usage. <br /> Detective Edwards, Seattle Police Department, reviewed the need for <br /> 1= <br /> 11 regulation in this area and her eXperiences as an undercover officer <br /> 1 in the investigations of the Seattle clubs. <br /> Drew Nielsen of 3113 Rockefeller,attorney for Buzz McLeod,reviewed <br /> , the hours of operations and the security provided. He stated the " <br /> terms of the proposed ordinance are agreeable'to Mr. McLeod except A <br /> for the closing time issue. The elimination of the after hotas <br /> segment will create a severe financial hardship. He also reviewed <br /> how the after hours segments are handled and he stated that they <br /> felt that on the whole there had not been many problems during this <br /> time period at Burry's. He stated Buzzy1s would be willing to <br /> provide at their expense an uniformed off-duty police ofricer for <br /> additional security.
