march 9,1988 <br /> Rill was called with all councilmembers voting yes except <br /> Cmuncilmenter Morrow who was excused. <br /> Motion carried. <br /> STATE CONTRACT BID <br /> , Moved by Councilnember Gipson, seconded by Councilmember Stephanson <br /> to authorize the Purchasing Department to purchase 1800 gallons of <br /> white traffic paint and 1600 gallons of yellow traffic paint from <br /> Morris Paint Co. for$18,763.27 including tax under the Washington <br /> State bid contract. <br /> , Roll was called with all councilmembers voting yes except <br /> Councilmember Morrow who was excused. <br /> Motion carried. <br /> . NORTHWEST FREEDOM FOUNDATION <br /> ' Moved by Counoilmember Gipson, seconded by Councilmember Overstreet <br /> to grant the request from the Northwest Freedom Foundation for$7,00 <br /> from Fund 138,Hotel/Motel Tax Fund for their float. <br /> ; He said this had been before the Budget Committee and they had <br /> approved the expenditure with some new and special provisions. He <br /> said because the Freedom Foundation was the lead for the 4th of July <br /> Parade, and this was important to the community and because the 4th <br /> - celebration has the support of several businesses, the city should <br /> fund it, with more scrutiny in the years to come. The city gave <br /> • them money last year and will give it again this year with more <br /> President Oliva Said when the Hotel/Motel committee met lest year to <br /> make regulations,one of the regulations made was that expenditures <br /> 4, <br /> other than contract ones would be one time only. she asked if this <br /> wasn't a second time of a one time request? <br /> Mark Wolken of Administration said the proposal as it is made today <br /> is a contract for promotional services on a reimbursable basis up to <br /> $7500.00. using that criteria it would fall under the regulations <br /> established by the committee. <br /> Councilmember Stephenson asked how this proposal differed than the <br /> one already denied and Sc. Walken said that request was for the <br /> - construction of the float and they received other funding for that <br /> end as it Is written now it is strictly for promotional services. <br /> President Wive felt if this was approved the council would be <br /> setting a precedent as other agencies could come in one year for <br /> - startup Work or something and then the second year come back and do <br /> exactly as this proposal is being written.
