141 <br /> April 6,1988 <br /> The regular meeting of the Everett City Council was called to order <br /> at 8.30 a.m. April 6, 1988 in the Council Chambers of the Everett <br /> City Hall, President Hive presiding. Upon roll call it was found <br /> that all COLIIICUMCIllberS Mere present. Mayor MOOre W.excused. <br /> minutes of the meeting held March 30,1988 were approved as printed. <br /> COUNCIL COMMENTS <br /> Councilmember Pope said the Budget Cornett.had met this morning <br /> and were asking that Item Al2 be deleted from the agenda today as <br /> there is more information needed as to the use of council <br /> contingency funds for the(RAR). <br /> Councilmember Morrow pointed out a drallof a letter written by Jim <br /> Iles, Asst, City Attorney, to be se to people who vine to <br /> concerns about a proposed project. rhe letter <br /> =7;121T.gn 1.m <br /> precludes any communication with either the <br /> Hearing Examiner or City Councilmembers while the matter is pending f' <br /> before the Hearing Examiner. ye asked for their comments to the <br /> council secretary. <br /> Nark Wolken of Administration said they received some questions from <br /> the people in the study area and was pleased that about 600 survey <br /> forms had been received so far, which was a high percentage of the <br /> mailings. He then asked Kathy Vick from EBASCO to update the , <br /> council on the Recycling Program. <br /> 'I'LT'Iregne7LS:TIITIZegdplent't7tritint7er'gf:!::ye"17r%ferff= <br /> after the 6 months study. <br /> Ms.Vick gave each councilmember a packet that had been delivered to <br /> I$ <br /> the tee study areas. She said they are presently delivering the <br /> flyer to each type of recycling area as to the exact directions they <br /> should follow and she had samples of the containers that were to be <br /> used in the study <br /> PUBLIC HEARING-L/0 722 <br /> President Niva opened the hearing on the proposed enlargement of LID <br /> 222. She said a court reporter vas in attendance and would be <br /> recording what is said. She said council members are concerned this <br /> hearing be fair in fore and in appearance as well. She asked if any <br /> council member knew of any real or potential conflict which should <br /> cause that member to avoid participation in the hearing and no one <br /> replied. She then asked If any property owner or representative who <br /> objects for any reason to any council member's participation in the <br /> proceedings and no one replied. She asked if anyone in attendance <br /> objected to the proposed enlalgement and no one replied. <br /> 0. <br />
