144 <br /> April 6,1908 <br /> Dykeman Architects for the Library to prepare an Everett Civic <br /> Center/Downtown Cultural Plan,not to exceed a cost of$85,000. <br /> Councilmember Pope pointed out this item had been revimwed by the <br /> Budget Committee and there is no money in this fund at this time, <br /> but will be collected in the future. The money will be borrowed <br /> from the Utilities Department and when the funds come in the <br /> Utilities Fund will be repaid. <br /> Councilmember Gipson reminded the council that this is not Just an <br /> $85,000 expenditure but it is the beginning of a plan and the <br /> council is committed to this in the future. <br /> Councilmember Pope said there was some concern as to the amount of <br /> money involved but Dykeman already had a contract and this could be <br /> a change order, but there was the question that possibly the city <br /> should go out to bid. <br /> Councilmember Overstreet asked the city attorney if this was in the <br /> conservative legal restraints of the city to do this at this point <br /> and Mr. Jones replied it could be looked at as preliminary work for <br /> the over-all center or it could be viewed as additional conceptual <br /> work for the Library design which had an RFP. It could go either <br /> way,call for bids or amendment to the contract. <br /> Councilmember Overstreet said Mr. Jones opinion was important <br /> because the city is trying to condense perhaps several years process <br /> into a few months and his statement that this was an extzntion of an <br /> existing contract will provide a timely report back to the council. <br /> Roll was called with all councilmembers voting yes. <br /> Notion carried. <br /> I: INTERLOCAL BID PURCHASE <br /> Moved by Councilmember Morrow, seconded by Councilmember Overstreet <br /> to authorize the Purchasing Department to purchase two new Kawasaki <br /> Motorcyles from Kent Kawasaki for the total sum of $14,850.56 <br /> through the City of Seattle bid pursuant to Washington State <br /> Interlocal Cooperation Act.RCW 39.34. <br /> Roll was called with all councilmembers voting yes. <br /> Motion carried <br /> COMPUTER PURCHASE UNDER STATE CONTRACT <br /> Moved by Councilmember Pope, seconded by Councilmember Gipson to <br /> authorize the Purchasing Dept, to purchase the required computer <br /> equipment from Wang Laboratories, Inc.pursuant to R.C.W.39.34 and <br /> Washington State Contract for the sum of 319,023.38. <br /> Roll was called with all councilmembers voting yes. <br /> Motion carried <br />
