<br /> f . 7 President Niva stated the purpose of the hearing is to consider the
<br /> vacation of Paine Street between 36th Street and 37th Street. She
<br /> 11,'1, stated the procedures for a public hearing are to first have a staff
<br /> report, then citizen comments, at that time the public hearing will
<br /> be closed and the Council will then have their discussion and
<br /> decision.
<br /> Craig Fullerton, Real Property Manager, stated a petition has been
<br /> received proposing the vacation of Paine Street. The proponent is
<br /> f 1 lk Richard Kenna, Everett Pad 8 Paper, which plans to use the vacated
<br />',11 hMi1 property for plant eXpansicn. The proposed vacation contains an
<br /> area of approximately 32,000 square feet and is within the C-2 Heavy
<br /> ',1 Commercial-Light Industrial Zone.
<br /> This vacation had been proposed and approved in 1984 but due to
<br /> non-compliance with the vacation ordinance requirements on the part
<br /> of the proponent,the vacation d'd not take effect.
<br /> 4 "; Tom Hoban,1602 Hewitt,spoke against the vacation,stating that the
<br />,,,,,,' ; 111, vacation would create a dead end street situation, which are bad
<br /> news for business ventures and create security hazards; traffic
<br /> 4ct i tt patterns will create more congestion on 36th and Broadway
<br /> g,It.161 intersection; visibility will be lowered and property values
<br /> lowered. He stated the vacation should only be allowed if the alley

<br />[ :,,,,-.,, of block 11 can be substituted as a dedicated road to replace Paine
<br /> Street.
<br /> . Dick Padovan, 3330 Mission Or, Marysville, 00:0:0 00 is a property
<br /> owner in the area and is not opposed to the vacation but feels that
<br /> 1'6
<br />' access to the north should be a
<br /> icondition of the vacation.
<br /> Rchard Kenna, 2216 36th Street, stated he owns property on both
<br /> sides of Paine Street and needs the vacation to make it feasible to
<br /> expand his business. Everett Pad and Paper now employa 115 people.
<br /> He would need to know the financial and property area impacts prior
<br /> to agreeing to providing a northern access to replace Paine Street.
<br /> Clyde Pitcher of 2202 36th Street representing Clark Distributing,
<br /> 16' I I reported on ehe traffic patterns of his suppliers' trucks and his
<br /> delivery trucks and vans. He stated that Everett Pad and Paper is a
<br />- -1P, gOOd neighbor and he Is not oOpOsed to the vacation if an alternate
<br /> IA' access route is made available.
<br /> I, ' Kim Blunt, 3409 McDougal, stated he is opposed to the vacatiOn as
<br /> V' presented as the impacts on his business traffic patterns would be

<br /> President Niva asked if anyone else wished to speak and no one
<br /> replied.
<br /> „ Roll was called with all councilmembers voting yes except
<br /> Councilmembers Longus and Stephenson who were excused.
