0."-- <br /> Jai <br /> June 22,1988 <br /> councilmember Stephenson stated the City should focus on what needs l,ill <br /> to be accomplished and the cleanup program should be only part of <br /> the solution, In order to help clean up various City areas and <br /> neighborhoods, it may be necessary to take a stronger look at the ' i,'".8' <br /> enforcement of existing codes. <br /> President Niva said it may be necessary to tighten the enforcement <br /> of existing City codes, provide more code enforcement personnel, <br /> require landlord participation in cleanup efforts and assist in some <br /> type of City cleanup program. <br /> Mayor Moore commented that the City must insure that personal <br /> property rights of the individual are also protected and this must <br /> be considered in any forced type of cleanup program. <br /> Ed Rubatino,of 2613 Taylor Drive,owner of Robatlno Refuse,stated , 1` <br /> he hed been asked to SOVieW th0 proposals and make comments <br /> regarding a cleanup program. He said that in his opinion the dump <br /> fees for a citywide cleanup program would be at least twice the <br /> 875,000 figure. He reported that the Lowell neighborhood has their 0 0 <br /> own cleanup program using volunteer neighborhood labor and receive <br /> some financial assistance from the State. <br /> Mr. Robatino also said it is hard to universally define the <br /> difference between garbage and treasure. Also to some people their 10' <br /> junk has value and sometimes it does have monetary value. It is all <br /> in the eye of the beholder. ,.ri :'''' <br /> Councilmember Gipson commented that a regular citywide cleanup <br /> encourages citizens to save their disposables tor eleven months <br /> waiting for the City to provide for their disposal. This could <br /> create a bigger refuse problem than the City is now experiencing. C . <br /> Mayor Moore said it may be possible to do certain portions of the 0, 0 <br /> City each year until the entire City has been canvassed.
