<br /> at 8:30 a.m. July 27, 1988 in the Council Chambers of the Everett
<br /> i I], City Hall, President Niva presiding. Upon roll call it was found
<br /> that Mayor Moore and all councilmembers were present.
<br /> Minutes of the meeting held July 20,1,813 were approved as printed.
<br /> '!.ki ,' MAYOR'S COMMENTS
<br /> r;;a!I); Mayor Moore announced that it is again the political season where
<br /> signs seem to appear everywhere and create a visual blight
<br /> throughout the entire City. The City will be removing any signs
<br /> placed an public right-of-ways and the candidates will be
<br /> called to pick up their signs.
<br /> Clair 0livers,Utility Superintendent,stated the repairs to the No.
<br /> 2 water line are now complete. The line is being tested and is not
<br /> .1 f i,, .':' yet up to full pressure but should be by the end of the day.

<br /> Still,.;h, EVERETT GENERAL PLAN
<br /> 14,','4' Dennis Derickson, Planning Director, introduced the Everett General
<br /> Plan compilation, in loose leaf form for ease of updating and
<br /> ,1T,,,tii,, amending. This document offers”assistance in planning for the
<br /> City's future development and offers a comprehensive view of various
<br /> plans and programs as they exist today. He also presented copies of
<br /> it pp' the Everett Central City Development Plan, A Pedestrian and eicycle
<br /> Access Plan for Everett,Snohomish Riverfront,and An Urban Design
<br /> ,,1441„ m, Plan for Everett Harborfront.
<br /> On ;'1;1 RESOLUTION-HUMAN NEEDS
<br /> Councilmember Pope stated the Human Needs Advisory Committee has met
<br /> .JVIIIi'l r' and in accordance with their mission statement have prioritized the
<br /> needs for 1988.
<br /> , Virginia Gullickson, Committee Member, stated the priorities were
<br /> done with domestic violence being determined as DEC number One need
