PUBLIC HEARING-APPEAL BAYRIDGE DNS President Nile explained Inc process of the public hearing to the people in attendance,stating staff would be speaking first,council will ask questions, then the appellant and finally the developer. After all of the public had a chance to speak,the hearing would be closed and the council will make their decision. Gerry Ervine of the Planning Department reported that on Mar. 1988, the city received a Shoreline Substantial Development permit application from Bay Ridge Development to construct a 188 unit apartment complex on 7.57 acres at the northeast corner of Silver lake east of SR 527 and south of 23rd Dr. SE and 24th Dr. SE. The property is zoned R-3(A) Multiple Family Residential - Site Plan Review Zone. After review of the Environmental Checklist and public comments, a Deter...ion of Non-Significance was retained as written on July 20, 1988. On July 11, 1988, Tom Lux submitted a letter requesting that the Shoreline permit for this project be denied and further atated, "In lieu of a denial, I submit that this project warrants the preparation of an Environmental Impact Statement." An • additional letter detailing environmental concerns was submitted to the city on August 9,1988. Na.Ervin said there is a wetland on the property and the Department Of Ecology came out and looked at it and indicated it was a valuable wetland and said there should be a 50 foot set-back around it. He said the site plan shows a tot lot adjacent to the wetland Out the staff has recommended it be moved to a more central location in the Project that would be easier for parental supervision. Re said theapplicant is committed to some improvements on SR527 as a result of this development, to a three lane street and committed . to en LID when necessary to make this a five lane highway. The developer has also moved his property line to make room for the five tanes of roadway when it becomes necessary.
