August 24,1988 :1 t, The regular meeting of the Everett City Council was called to order 4 ,, at 8:30 a.m. August 24, 1988 in the Council Chambers of the Everett , Al' ' ' City Hall, President Nilla presiding. Upon roll call it was found that Mayor Moore and all councilmembers were present except :;'1, ' , Councilmember Stephenson who was excused. I Minutes of the meeting held August 17,1988 were approved as printed. , I 1 PROCLAMATION Mayor Bill Moore proclaimed the month of September as"Help Children II and Babies with AIDS" month and recognized the Rise and Shine Organization for their work in this behalf. '40. MAYORS COMMENTS Mayor Moore introduced Arlene Diamond of the Everett Park Board for a special presentati,m. Mrs. Diamond read a letter from the Park Board stating the Everett Park and Recreation Board, in its regular I A/.1,,1.1 session,August 23,1988,recommends that Riverfront Park be renamed r .., Langus Riverfrent Park in honor of Cooncilmember Bill Longue. LANGUS RIVERFRONT PARK , Moved by councilmember Gipson, seconded by Councilmember Morrow to l ' have a resolution prepared renaming Riverfront Park, Langus Riverfront Park in honor of Councilmembes William J.Langus and that tit the renaming be done in time for the Grand Opening scheduled for September 7. . ': 'I Roll was called with all councilmembers voting yes except I' 1 I, Councilmember Stephenson who vms excused. I 0,11I,I44:1,:: Motion carried. 1, RECYCLING/SOLID WASTE UPDATE ,.4, Katherine Vick, of EBASCO, Program Coordinator, presented updated recycling figures through the fourth month of the test recycling project. She asked for direction from Council as to the possible continuation of the program free few months to allow time for the II' III recommendations of the Solid Waste Advisory Committee. Os.Vick said that one of the considerations is whether the City is willing to assume the entire financial responsibility for the : continuation of the project as the Department of Ecology has paid II F.: 1 for half of the original study. It will also be necessary to see if tli. 1 Washington Recycling and Bulletin°Refuse are willing to continue the test program for an addit.onal period of time. Councilmember Overstreet expressed concern about the time table to implement any recommendations that are made by the Solid Waste ,r lq Advisory Committee and felt that some consideration should be given to at least continue the recycling program until the report has been I :. reviewed.
