410
!1111
actoer 12,1988
, •
The regular meeting of the Everett City Council was called to order
'J,If at 800 a.m. Oct. 12, 1988 in the Council chambers of the Everett
City Hall, President NiVa presiding. Upon roll call it was found
that Mayor Moore and all councylmembers were present.
,nrtrgugiltmeMb:nIZon'elst=14'fg:8v:teirneg.a"r'''d
J ', MAYOR'S COMMENTS
Mayor Moore proclaimed the week of October 16 through October 22nd
as.
, vVenture Week"and
,R-,1= "National Business Women,Week".
'''1,1 The Mayor then presented"Mayor,Service Awards"to Sgt.Joe Morgan
g.ift and Sgt. John Jensen for their community service work in the Law
'IT I,,1 Enforcement Explorer Post 163 and presenting seminars on Child Abuse.
,
, COUNCIL COMMENTS
1,
Councilmember Stephenson read a memo written to President Hive with
copies to the counci/ regarding the proposed ordinance on
Landlord/Tenant as follows.
pertly on the information that I have received from the City
Attorney and also from discussions that I have had on this subject,
formally withdrawing this ordinance from any further council
action. It is my opinion that the current landlord tenant act does
'f,1) , provide sufficient tenant protection. 1'
advised both tenants, owners and individuals representing
1,"1 both tenant and landlord interests to have constructive discussions
regarding matters that affect their groups. It is my belief that
this will now occur and problem areas may be identified and jointly
brought forward at a later date for consideration.
-.,e':11 . Further, I apologize for burdening the council with this particular
? 9' ordinance which our City Attorney basically copied from the Seattle
Ordinance. The scope of this ordinance went much further than the
specific interest that I had on the general problems of the homeless •
in our community which must continually be addressed.
He said he thought the big problem was one of education and whether
it is this ordinance or the existing landlord tenant act, the first
order of business for tenants and landlords both is to get them
educated with the existing law. What seemed so obvious at first,
that this would be an issue that many on the council have been .
concerned about, the homeless, turned out to he an issue that would
drive rental rates higher than they currently are and it would cause
01, 1 problems for the landlords in terms of
111 I' court. He said he felt it did not address taking these issues tothe affordable housieg
sit
issuedown.
