425 <br /> October 26,1888 <br /> The regular meeting of the Everett City Council was called to order <br /> at 8:30 a.m. Oct. 26, 1888 in the Council Chambers of the Everett <br /> City Hall, President Niva presiding. Upon roll call it was found <br /> that Mayor Moore and all councilmembers were present. <br /> Minutes of the meeting held Oct.in,1888 were approved as printed. <br /> MAYOR'S COMMENTS <br /> POLICE OFFICER <br /> to <br /> "*in". <br /> He then proclaimed the month of November as"Read at Home Month." <br /> Mayor Moore then presented the 1888 budget message: <br /> I am pleased to submit to the City Council the proposed 1889 budget <br /> for the City of Everett. These documents represent the financial <br /> and management plan for the City as recommended by the Mayor's <br /> office in conformance with state law and provisions of the City <br /> Charter. <br /> Our financial and operating plan for 1888 which is in effect et this <br /> time promises to carry us through the remainder Of the year and into <br /> 1888 without any disruptions in services. We monitor our revenues <br /> end expenses constantly. Paying close attention to department <br /> budgets has always given us the ability to provide the very best II <br /> budget management for the City. All of our goals will be met and <br /> our mission will be accomplished in preparation for the new year. <br /> The city continues to prosper and sustain its growth in services due <br /> in large part to the strength of our economy. We anticipate a <br /> sustained level of optimism within the business community'Mich will <br /> translate into more Job opportunities and commercial investments in <br /> new facilities and inventories. <br /> While there hes been strong economic growth in 1888,much of it has <br /> yet to include the largest areas of potential in the city. Our <br /> marketing and development efforts are paying off and all indicators <br /> point to strong business growth into the future. Southwest Everett, <br /> including Seaway Center, is now ready for additional quality <br /> development with the completion of the Merrill creek Parkway and <br /> Herdeson Road extension. The Seaway Center,a blue chip development <br /> pan, has been designed with the potential to add 3.2 million feet <br /> of office park. According to planning department estimates, the <br /> employment outlook includes approximately 8,000 new jobs. We are <br /> virtually assured of major new construction and growing employment <br /> opportunities in the Southwest Everett area during 1889. <br /> Additionally, the office and industrial park sector that we saw in <br /> the"high-tech COrrifte of Snohomish County over the past several <br /> years is now projected to move north. Everett has the vast majority <br /> of the last remaining properties available for the continued <br /> expansion of this type of development due to the presence of water, <br /> sewer,and roads which are already in place. Within every area of <br /> our city we can point to new developments, active plans, and <br /> realistic opportunities. The Port area, downtown, east Everett, <br />
