November 30,1988 495 <br /> COUNCIL BILL ND.8811-121 <br /> FIRST READING: <br /> AN ORDINANCE the year 1989.adopting the budget for the 9.50 0?Evorett for <br /> PUBLIC HEARING <br /> President viva opened the public hearing and stated the purpose of <br /> the hearing is to consider initiating a sewer rate increase for <br /> water quality program to become part of Everett's Drainage and <br /> Surface Water Quality Pragram. <br /> Ellen Gray,18722 Fails Rd,Snohomish,spoke in favor of the program <br /> and said Bellevue has a water quality Program and the 0itie9 Of <br /> Snohomish and Brier are looking at similar programs. <br /> Den Mathias, Utilities Division,stated the program i necessary to <br /> insure the City's water quality in the future. Df de $920,000 <br /> anticipated revenues, $700,000 will be spent do capital <br /> improvements, $115,000 will be required for monitoring and$105,000 <br /> for enhancements and education. He expects the program will at <br /> least meet and probably exceed the Puget Sound Water Quality <br /> Authority requirements. <br /> Councilmember Langus Said it was time for the City to bite the <br /> bullet in regard to assuring protection of the water quality to <br /> provide for the City's future citizens. <br /> Councilmember Morrow expressed the City's responsibility to future <br /> generations to assure water quality. He stated it will cost much <br /> more in the future and needs to be done naw. <br /> Mayor Moore stated the program is preventative in nature rather than <br /> reconstructive and will preserve the City water resources and save <br /> dollars in the long run. <br /> Councilmember Overstreet asked when the next increase in sewer rates <br /> was anticipated. Clair °livers, Assistant Public Works Director, <br /> said the City reviews the sewer rates bi-annually,but a sewer rate <br /> is not anticipated prior to early 1990. <br /> Bab O'Connor, 5002 Seahurst,stated he awned a mobile home park for <br /> seniors and he felt they would be adversely effected by this <br /> increase. He reminded Council that the water rates had just been <br /> increased and felt they should take another look before increasing <br /> rates again. <br /> said she felt the water quality and <br /> :21:ncrein116=jer'extreme urgency and asked Council to adopt <br /> the ordinance. <br /> Councilmember Stephenson commented that by taking this action now it <br /> will prevent decades of problems with the City's water quality. He <br /> felt this action is responsive to the long term needs and <br /> requirements of Everett citizens. <br />
