The committee recommends the construction of a first class <br /> facility In downtown Everett to include the public library, <br /> two theaters,a museum,public meeting rooms,an art gallery <br /> parking and be located on the library block. ' <br /> B. Inc project will begin pith the overall design of the <br /> facilities. Initial construction will Include the library, <br /> associated parking end the stair tower. Subsequent <br /> construction will entail a black box theater and a <br /> multipurpose building which may include a museum,visual arts <br /> space, public meeting rooms, administration offices, and <br /> supporting spaces for the black box theater. The remainder <br /> of the project shall be the design and construction of a <br /> state-of-the-art 1200 seat theater art gallery and <br /> P <br /> sup orting spaces on the remainder of'the library block and <br /> thedevelopment of offsite city owned property into perking <br /> for the theater. <br /> C. Beyond the development of the library block, the City is <br /> encouraged to adopt a multiblock concept for future <br /> expansion. This area will include the library block, the <br /> block immediately south across California, and the half <br /> blocks to the east and west of the library block across Hoyt <br /> and Rucker. <br /> D. The City is encouraged to purchase these additional / <br /> properties in order to preserve the future development of the I I <br /> community center concept, including bit not limited to a <br /> 2500.seat performing arts theater,a convention center/hotel <br /> complex, and parking capable of supporting the needs of the <br /> expanded center. <br /> E. The committee urges the City Council to recommend the <br /> The <br /> concept to the Planning Commission in order to <br /> preserve the designation of time tnocks for community center <br /> related projects, prevent the development of non conforming <br /> enterprises in those areas and protect the view corridors , <br /> especially west on California. <br /> F. Coordinatione ittee 1"c7:nt2nt 'eet e%%ran, Yf u ntPi's=P and i <br /> management issues. <br /> Paul Roberts' Consultant for Community Development, proposed that <br /> Council accept the recommendations of the committee and also provide <br /> direction to proceed with the first phase of the project which will • <br /> include the library, parking and the connecting tower with <br /> instructions to proceed with development of future phases. He also <br /> recommended that the Administration be instructed to research <br /> financing options and report back to Council far their review and <br /> decision. <br /> Moved by Councilmember/Angus,seconded by Councilhember Stephenson <br /> to accept the Community Center Committee, report and <br /> recommendations on the proposed community center concept. <br /> Roll was called with all councilmembers voting yes. <br /> Motion carried. <br /> -.1m1 <br />
