December 16,1988 515 <br /> PUBLIC HEAPING <br /> President Hive opened the public hearing by stating the purpose is <br /> to <br /> Solid review, <br /> discuss, <br /> and allow time for public input on the proposed <br /> WastMark Walken, Administration, stated the General Fund has borne the <br /> burden of the City's intense involvement in Solid Waste Management <br /> issues aver the past three years. In 1989 it is anticipated that <br /> completion of the comprehensive plan end implementation of its <br /> programa will require en greater expenditures of funds. IP the <br /> City is to continue this involvement,the program must have its own <br /> funding source. <br /> Mr.Holten stated the establishment of a Solid Waste Utility and the <br /> • <br /> rcos nee'coarses establlahee alto ypaitle thafe ng eredPr this <br /> provide t 135,000 of revenue and the general fund will contribute <br /> $65,000 o solid waste management issues. <br /> Councilmember Gipson expressed concern with establishing a utility <br /> and a new.Pee for the Citizens prior to receipt o4 and adoption of a <br /> 11 <br /> Solid Waste Management Plan. <br /> Councilmember Morrow said he was troubled by setting up another <br /> OfbureauacY and felt the City should not hurry into the establishment <br /> of another utility with having a plan established. <br /> Councilmember Overstreet said that 8ubatlno is proposing a city wide <br /> recycling program. He felt that the City should give private <br /> enterprise an opportunity to establish its program first. He did • <br /> not feel the program demanded the urgency of making the decision <br /> today. <br /> Councilmember Stephenson pointed out that garbage and solid waste <br /> have been a tarty year old aproblem in the City and it was time to <br /> m the study are into action.
