80 <br /> March 1,1989 <br /> SEGRIGATION ULID NO 1(LID 707) <br /> A tract of unimproved land, formerly owned by Sigma Development, <br /> Inc.and consisting of 200.36 acres,was included in ULID NO.1(LID <br /> 707). Of this total, 22.11 acres was subdivided into Wennilworth <br /> Hills and the assessment was segregated in 1984. The remaining <br /> Sigma ownership of 178.25 acres was sold to Leroy Welcome in 0900. <br /> Welcome has subsequently resold the westerly portion to Intermec, <br /> deeded the central portion (Powder Mill Gulch) to the City of <br /> Everett and is in the process of conveying the remaining easterly <br /> portion La Countrywood Homes. <br /> Since the original assessment was levied based on special benefit <br /> I and there is no measurable special benefit attributable to the <br /> unbuildable portion of the tract in Powder Mill Gulch due to this <br /> project, it is proposed that the unpaid assessment balance be <br /> divided among Welcome Construction and Intermec. The three portions <br /> are designated Parcels 1 through 3 though no segregated assessment <br /> is levied against Parcel 3, the steep ravine area conveyed to the <br /> City. The required fees for the segregation have been paid and LIO <br /> installment payments are current. <br /> Segregating One LID assessment into parcels consistent kith the <br /> recent ownership changes will not damage the LID financial status <br /> and appears to be in the best interest of the City. <br /> RESOLUTION <br /> Moved by Councilnmmber Gipson, seconded by Councilmember Pope to <br /> adopt Resolution No. 3129 segregating Inc remaining Sigma <br /> Development,Inc parcel in ULID No.1,a/k/a LII No.707,as follows. <br /> WHEREAS,the City of Everett has been requested by the owners <br /> of property known as Treasurer's Account No. 0031 in LID Roll No. <br /> 707 to segregate the assessment of said Treasurer's Account No.0031 <br /> into separate assessments,and <br /> WHEREAS, the requested segregated properties ere of <br /> sufficient value to provide adequate security for the payment of the <br /> total assessment chargeable against the undivided parcel of <br /> propertY;anc, <br /> WHEREAS,RCS 35.44.410 end Ordinance No.299-74 as amended by <br /> Ordinance No. 1072-84, provide a method aller parcelsof segregating a tract of <br /> land in an LID late sm ;and <br /> of Ev errtEtR7o''s::r Os On One°::a.'unrterTtAf.:::°.".".=11'14 <br /> separate parcels,and <br /> WHEREAS, the application fee es required by Ordinance No. <br /> 299-74, as amended by Ordinance No 1072-84, has been paid to the <br /> City Treasurer as a fee for the segregation ordered herein. <br /> cr,,0,N24.AREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br /> lk <br />
