JN <br /> AGREEMENT <br /> Roved by Councilmember Longue, seconded by Councilmember Diamonu to <br /> authorize the Mayor to sign a cost sharing agreement with Washington <br /> Services, Inc. for construction of a regional detention pond on <br /> Seaway Center property at a cost of 882,400. <br /> Roll was called with all councilmembers voting yew except <br /> Councilmember Morrow who was excused. <br /> , • <br /> Motion carried. <br /> RESOLUTION-SHORELINE PERMIT <br /> Pearl Paddy of the Planning Department said the Park Department has <br /> Made arrangements to obtain excess fill material from the Sewage <br /> Treatment Plant construction site which must be removed by May <br /> 1989. If the park Department is able to obtain this material and <br /> move it to Langus Riverfront Park there will be a savings to the <br /> Park Department of over $/00,000. Planning Department has been IIC <br /> trying to expedite issuance of the Shoreline Permit for the fill. <br /> The Determination of Nonsignificance was issued on Feb. 15 and sent <br /> to DOE for their review. No comments had been received at the end <br /> S. <br /> of the 15 day waiting period and the Planning Commissione voted on 7 <br /> Narch 7 to recommend the council grant the Shoreline Permit. The <br /> following day a letter was received from DOE stating they had some <br /> concerns. After discussions with DOE, they have indicated they <br /> Ovoid not appeal a Shoreline Permit. <br /> Their main issue to resolve was the 25 ft. setback from the river <br /> and the wetlands so a condition No. 14 was added to the Shoreline <br /> I 3 <br /> Permit as follows. <br /> 1A. A protective buffer a minimum of twenty-five feet in width as <br /> shown Councilon the site plan and cross sections submitted to the <br /> City on Parch 22, 1989, shall be maintained betymen <br /> the Ordinary high water mark of the river and wetlands and <br /> any fill placed on the sites to protect riparian vegetation <br /> and prevent desabiltzing the bank soils. <br />
