March 22,1989 Roll was called with all councilmembers voting yes except Councilmember Morrow who was excused. Motion carried. AGREEMENT Roved by Councilmember Gipson,seconded by Councilmembes Overstreet to authorize the Mayor to sign a personal services contract with L. JN AGREEMENT Roved by Councilmember Longue, seconded by Councilmember Diamonu to authorize the Mayor to sign a cost sharing agreement with Washington Services, Inc. for construction of a regional detention pond on Seaway Center property at a cost of 882,400. RESOLUTION-SHORELINE PERMIT Pearl Paddy of the Planning Department said the Park Department has Made arrangements to obtain excess fill material from the Sewage Treatment Plant construction site which must be removed by May 1989. If the park Department is able to obtain this material and move it to Langus Riverfront Park there will be a savings to the Park Department of over $/00,000. Planning Department has been IIC trying to expedite issuance of the Shoreline Permit for the fill. The Determination of Nonsignificance was issued on Feb. 15 and sent to DOE for their review. No comments had been received at the end S. of the 15 day waiting period and the Planning Commissione voted on 7 Narch 7 to recommend the council grant the Shoreline Permit. The following day a letter was received from DOE stating they had some concerns. After discussions with DOE, they have indicated they Ovoid not appeal a Shoreline Permit. Their main issue to resolve was the 25 ft. setback from the river and the wetlands so a condition No. 14 was added to the Shoreline I 3 Permit as follows. 1A. A protective buffer a minimum of twenty-five feet in width as shown Councilon the site plan and cross sections submitted to the City on Parch 22, 1989, shall be maintained betymen the Ordinary high water mark of the river and wetlands and any fill placed on the sites to protect riparian vegetation and prevent desabiltzing the bank soils.
