April 12,1959 145 <br /> PUBLIC HEARING-LID 725 CONFIRMATION <br /> President Hive opened the hearing and stated the purpose of the <br /> hearing is to consider the confirmation for LID 725, Evergreen Way <br /> Gateway improvement projects. She stated a court reporter is in <br /> attendance and asked all speakers to state their name and ayoress <br /> 4;1 <br /> for the record. <br /> She said she will be acting as the presiding officer for the hearing <br /> and expressed concern that the hearing be fair in form and <br /> substance, and fair in appearance as well. She asked if any <br /> councilmember knows of any real or potential conflict which should <br /> cause that member to avoid participation in the hearing. She asked that participants limit their <br /> information or evidence to this subject. <br /> f <br /> President Niva said the hearing is not intended to be a question and <br /> answer session,but,instead,is the final opportunity for property <br /> owners to present evidence or information to the Council before <br /> action is taken to Confirm the final assessment roll. She Said it <br /> is not the time to ask questions about the nature of the project or <br /> the improvements that have been installed, unless those questions <br /> relate to the amount of an assessment which the City proposes to <br /> levy against the property. <br /> The protests or objections which are made will be noted and <br /> considered and may be responded to by the City. If it is an improvement that benefits a <br /> specific part of the City,a neighborhood,then the people In that <br /> area who are getting the benefit are required to pay for it. That <br /> is what a special benefit local improvement dietrint is about.
