At that time,Council will make a decision on <br /> the Council Bill regarding the condemnation. <br /> ="4::,!;.T;t1t71%s:Ithg.724"74' 7,getA: <br /> property. The City hat offered Cu pay for an appraisal for the <br /> Property end CO negotiate on a fair market price for the property. <br /> It appears that this is not acceptable to the Elks membership. <br /> Mark Nesse, Library Director, reported that the Library issue was <br /> approved by the voters in May of 1987. According to all <br /> recommendations,the more desirable location for a Library is in the <br /> downtown core area. The property under consideration is the 25 feet <br /> south of the City's property line. <br /> Mr. Nesse said that acquisition of this property is necessary to <br /> provide the space for adequate functional design of the building and <br /> to enhance the historic value of the Library entrance. Time delays <br /> can cause the project to miss the building seasOn;additional dela" <br /> increase the construction costs and further delays infer that the <br /> Clty is not keeping faith with the voters in providing a facility <br /> Which they approved two yearsago. <br /> Craig Thompson, principal of Dykeman Architects, reviewed the <br /> Property being, cOnsidered for the. condemnation action. This <br /> acquisition is necessary to provide for pedestrian circulation and <br /> maintain the integrity of the library entrance. To design within <br /> the constrains of the existing prOPertY Wool,al....era.,affect <br /> the function of the internal space. <br />
