April 26,1989 165 <br />� Based on these deficiencies, we feel this effectively removed <br /> Cayel-Craft from this bidding processnd we do not recommend <br /> purchasing an aid unit from this company. a <br /> 1 Road <br /> Rescue submitted the next highest bid at$63,287. They provide <br /> for a$400 deduction to 90%payment 5 days prior to delivery. Road <br /> Rescue makes a quality unit, one of which we were able to test <br /> drive. The bid presented by them was lacking in several areas,such <br /> Item B4 The report of compliance with Federal <br /> specifications only deals with a 454 gasoline <br /> engine fora Typed ambulance. <br /> Item W9 Full service facilities ere not within 60 miles. 11 <br /> Item W5.1 The specifications call for a Banks,3-inch'high <br /> flow' exhaust. Theyn u <br /> not provide this nit <br /> their factory at thegiven price. (They can <br /> direct it to a subcontractor for additional <br /> money). <br /> There are a.total of twenty-six exceptions to the specifications, <br /> some Of which are inconsequential,some which will result in reduced , <br /> performance, some of which will result in reduced'durability, and <br /> mof which are simply inconvenient. on these findings,we <br /> do not recomnmnd the purchase of the Road Rescue aid unit. <br /> The remaining manufacturer, 'Wheeled Coach', presented a bid far <br /> $63,287. But they offer an additional$1,200 in savings if payment <br /> is prior a r upon delivery. This effectively puts them under Road <br /> Rescue Inprice. Wheeled Coach submitted a superior bid with only <br /> threes exceptions t n specifications. One w undercoating(which <br /> Pox safety r and fire danger,is not recommended by Ford Motor <br /> Cenlcle.)and Allththerher two specifications were <br /> wsubstitutionsreectly s reprove gquired the <br /> by <br /> the contents of the Request for Bide eBased a an c theses findings, we <br /> recommend that they aid unitbe purchased Wheeled Coach: <br /> In summary, we relate that Cayel-Craft submitted a bid which was <br /> Igniting in several important informational areas because they failed <br /> to meet the demands of the Request for id provisions. Road Rescue <br /> and Wheeled Coach submitted bids very close in price, but me feel <br /> Wheeled Coach will be able to deliver a vehicle which best fits our <br /> needs at a price potentially less than the Road Rescue y unit. We <br /> tegommend prasing a aid unit from Northwest Emergency Equipment <br /> representing Wheeled Coach." <br /> 8I0 AWARD <br /> Moved by Councilmember Longus, seconded by Councilmember Pope to <br /> award the bid for a new medical aid unit to Northwest Emergency <br /> Equipment Company fordellvefy of one Wheeled Coach vehicle per <br /> specifications for the sum of$63,287 plus sales tax. <br /> Poll was ca11W0 with all councllmembexs voting yes. <br /> Motion carried.
