<br /> WHEREAS,the children of today are considered-at-risk-because
<br /> they are victims of a variety of tragic social ills,and
<br /> WHEREAS, in a time of limited resources, we need to be
<br /> creative and effective in funding ways toaddress the needs of our
<br /> youth,and
<br /> WHEREAS, statistics show that peers recognize problem signs
<br /> n their friends up to two years before parents or school staff,see
<br /> them,and
<br /> WHEREAS, the-.Everett School District has 1n place a
<br /> Peer
<br /> • Helpers program in the two high schools, the alternative school and
<br /> the three middle schools ,and
<br /> which oWEA,0te cn anduyt Px etorml iOs$5,c0t10, o
<br /> W,THEREFORE,.the Everett City Council shall commit$15,000
<br /> of Council Contingency Funds to supplement this vital program for
<br /> its continuation in order that o -risk youth may be served.
