221 <br /> May,31,.1989 4 <br /> Councilmemar Overstreet asked to be excused from the meeting at this <br /> PUBLIC HEARING <br /> CONCOMITANT AGREEMENT ADDENDUM <br /> President Niva opened the(hearing,+,on discussing the <br /> Commission's r endtion for approving an addendum to:concomitant <br /> Agreement to Rezone Ord.81225-56. <br /> Gerry Ervine said Rezone Ordinance 1225-86 was approved by <br /> Council along with a concomitant agreement addressing developmenton <br /> the Alan LJ property located north of Top Foods on Jan. <br /> 1986. At that mcommercial office development was proposed for <br /> this property. time <br /> current plan calls for edevelopment of a unit <br /> multiple-family complex. The property is approximately 13.0050052 <br /> in size, located east of the PUD r/w, and a cemetery, mobile home <br /> perk on the north, Everett Mall May on the s family <br /> area to the west. The Planning'.Commission, at to public hearing a <br /> May 23,1989,t approval of a addendum to the concomitant <br /> agreement for recommended <br /> en modifying conditions 7 and 8ncof the <br /> agreement.and adding a new condition. <br /> He pointed out that et r the Planning Commission Public Hearing held <br /> May 23, 1989, a motion wasencourage to strongly a urage City <br /> Council to provide traffic improvements an 7th Ave. This was in <br /> response to teatimoney heard at the Alan Johnson hearing before the <br /> commission onrevisions to the original concomitant agreement <br /> r one on <br /> this property. <br /> A letter opposing the 381 unit apartment complex end retirement home <br /> C. <br /> received from Dennis end 8eerly wiedemeier of 9106 9th Ave. <br /> S.E. <br /> E. because they Pelt there would be more traffic problems and <br /> lower the property values <br /> . Ervine pointed out if this had been developed as previously lit,. <br /> requested the height limitations were 80 ft, high and the density <br /> vas heavier. This development would be.40 ft. high which included <br /> three stories plus a pitch roof and there would be more open spaces <br /> than in the commercial development. .1,. <br /> in answer to a question he said the primary access to the subject <br /> property shall be via the improved P.U.D.right-of-way.
