235 <br /> June 13,1989 <br /> Moved by Councilmember Pope, seconded by Councilmembel Longus to <br /> approve the proposed vacation and authorize the attorney to prepare <br /> an ordinance vacating the propertyosubject to payment for1an <br /> independent appraisal, payment c 1the apraised vaue d to <br /> retain is for future and existing utilities within the <br /> proposed vacation. <br /> Roll was called with all councilmembers voting yea. <br /> Notion carried, <br /> PUBLIC HEARING-STREET VACATION <br /> Mr. Fullerton said this also is a public hearing on the proposed <br /> vacation of 15th Street lying east of Winter Street. The proposed <br /> anon contains an area of approximately 23,800 sq. feet and is <br /> within ta <br /> he C-2 Heavy Commercial Light Industrial Zone. This <br /> cation is also proposed in conjunction with Meridian Aggregate <br /> Company's request fore n <br /> zone and consolidation of adjoining <br /> properties from C-1 GeneralCommercial toa M-1 Heavy Manufacturing <br /> Designation. To date there have been no protests. <br /> It is recommended that City Council approve the vacation of 15th <br /> Street lying east of Winter Street subject to payment for an <br /> independent appraisal, payment of 1/2 the appraised value and that <br /> easements be retained for future and existing utilities. <br /> Councilmember Morrow asked where the riverfront property was that <br /> the city owned and if this street could be used to access it and Mx. <br /> Fullerton pointed it out end agreed that this street could access <br /> the property. He pointed out that the city would retain easements <br /> a x the hole width of the propertys or utilities and ace o <br /> To buildings could be constructed on the roperty. At esentit is <br /> being used to stockpile sand end gravel and probably would be used <br /> in the future for this. <br /> CounciOaember Poppe suggested leasing the property to the petitioner <br /> so that the oily Oultl stain oxnesehip. <br /> Counoilmember Gipson thought that vacating the property would be the <br /> better Way as the property Would go on the tax rolls. <br /> Councilmember Overstreet felt that 16th Street would have better <br /> access to the riverfront property. <br /> President Niva felt that leasing the property w better than <br /> r <br /> eating because the city was going t0 taro aneasement the !` <br /> wlhole acatproperty which she thought was not fair to the owner if it was <br /> Moved by Councilaaeber Pope, seconded by Councilmember Gipson that <br /> the public hearing be closetl. <br /> President Niva asked if anyone else Wished to speak and no one <br /> replied. <br /> Roll was called with all councilmembers voting Yes. <br /> Motion carried. <br />
