HEARING-SEPA APPEAL-DALLY HONES <br /> President Niva opened the hearing and stated the purpose is to <br /> consider the appeal of the Environmental Determination of SEPA <br /> 327-89 for Dally Homes,Subdivision I3-09. <br /> Paul Roberts, Director of Planning and Community Development, said <br /> that some specific fishery concerns exist with the project site. <br /> The applicant and the appellants have geed to explore other <br /> options in regards the sensitivity of the <br /> wetlands/wildlife/fisheriesconcen1 5 He said that beth parties <br /> will enter into a compromise agreement which is Intended to <br /> facilitate the interests of both parties. He also advised Council <br /> ",I that if any further appeal of the environmental determinations will <br /> ,, .I be at the Superior Court level. <br /> Bob Candles, Planning Staff, stated that an application has been <br /> received from Dally Homes for a subdivision of 84 lots located west <br /> f I' Of Federal Avenue,north of 41st Street and south of 39th Street. A <br /> Revised Determination of Non-Sigificance was issued on June 21, <br /> { (" 1989. An appeal of Inc DNS was received on June 30,1989 by a group <br /> } <br /> of citizens S. <br /> by Elmer E.Johnston Jr and the Appellants. <br /> { attorney,Douglas B.Marsh. <br /> Both the applicant, Dally Homes, and the Appellants have agreed to <br /> $F4 enter into an agreement where Pally Homes agrees to retain the <br /> n rvices of Watershed Dynamics and GEO Engineers, Inc to undertake <br /> the project analysis for further study.
