rc <br /> October 18,19E19 421 <br /> AGREEMENT <br /> Moved by Councilmember Gipson, seconded by Councilmember Overstreet <br /> to authorize the Mayor to sign Supplemental No. 2 to an agreement <br /> with Bell-Walker Engineers to revise the 112th Street Interchange <br /> Study and to sign an agreement with the Washington State Department <br /> of Transportation for partial funding of the study. <br /> Roll was called with all councilmembers voting yes. <br /> Motion carried. <br /> (President Give was excused at 730 p.m.) <br /> PUBLIC NEARING <br /> Vice President Langus opened the hearing by stating the purpose is <br /> to consider a preliminary and final site plan for a ten unit Planned <br /> Residential Development (PRP) located at 19th Street and Chestnut <br /> Street. The applicant seeks to change the current R-2 zoning to <br /> R-2,PRO. <br /> Don Wood, Planning Staff, said a public hearing was held by the <br /> Hearing Examiner on July 27, 1989. After public testimony and <br /> evidence, the Hearing Examiner recommended approval of the project <br /> subject to 19 conditions. <br /> Carolyn Rochon' 3120 19th Street, requested a Motion for <br /> Reconsideration from the Hearing Examiner as it relates to drainage, • <br /> oPen sea., parking ratio, Uniform Building Code and completion of <br /> the street right-of-way. The Hearing Examiner denied the Motion and <br /> the recommendation to approve remained as issued. <br /> A letter from Ns. noon on was presented for the record taking <br /> exception with the issues of developmental limitations, drainage, <br /> parking spaces and street improvements. <br /> Debbie Petaja, 1906 Chestnut, commented on the soil conditions in <br /> the area and the drainage problems. <br /> Reid Shockey, 2907 1/2 Hewitt, representing the applicant,reviewed <br /> the drainage improvements which will be constructed on the subject <br /> property and also reviewed the street improvements which will be <br /> provided by the applicant. Mr. Shockey said the applicant would be <br /> willing to include the west side improvements in their contract,if <br /> the residents are willing to pa),for them. <br /> Councilmember Langus suggested that the west side residents contact <br /> the Public Works Department to Check into the share program, where 10 <br /> the citizens provide the funds for materials and the City provides <br /> the labor to complete the curb,gutter and sidewalk improvements. <br /> Vice President Langus asNed if anyone else wished to speak and no <br /> one replied. <br /> President Give returned to the Council Meeting at 7:50 p.m. <br /> • <br />
