Current and future highway and road design may not be totally <br /> appropriate; <br /> II.The lake's resources may be overburdened. <br /> SLAC also appealed whether SEPA No. 21-89 should be treated as a <br /> Shoreline Substantial Development Permit. - <br /> Ms. Koenig reviewed all the issues of appeal and in conclusion <br /> stated that the policy plan address in policy form all the goals and <br /> expectations and is only conceptual in nature. He stated the plan <br /> itself will not significantly affect the environment. <br /> In regards to the requirement of a Shoreline Substantial Development <br /> Permit, he stated the plan is not required to go through the <br /> shoreline permit process. When the improvement projects go forward <br /> they will be required to comply with the Shoreline Management Oct <br /> and may also require a shoreline conditional use and/or variance <br /> permit. <br /> Mr. Koenig stated the staff recommendation is to uphold the <br /> Determination of Non-Significance for the Silver Lake shoreline <br /> Management and Access Plan (ONS 21-89) as issued by the City's <br /> Responsible Official, <br /> 11111.11.111M1111 <br /> 1111 <br />
