Because of <br /> the cost they re asking for a connection to the year 2020 end a <br /> specific o ittment to a quantity of water,.eighteen million <br /> gallons a day by 2020. This is the reason for the contract. <br /> The city has a contract with PUD drawn in 1981 and it has clear <br /> language in thectract that Everett, not PUD,is vested with the <br /> decision making Job to decide where and when water service for <br /> domestic and industrial uses will be provided. The PUO recently <br /> reaffirmed that when they passed Resolution No. 3280 on July 25th <br /> which states that Everett has the first priority to all domestic, <br /> industrial and commercial water usage. Marysville is in the <br /> process of doing that SEPR compliance. <br /> They have made an application to DOH for a permit to con truct this <br /> pipeline and a contract from Everettdb included stating that <br /> • the city is willing to supply eater to Marysville. <br /> The issue being asked for today is whether Everett is willing and <br /> able to c mmitt serving water to Marsville for the next 30 years at <br /> eralnanceorates so that Marysville can proceed ahead with its five <br /> million dollar Investment. <br /> Ceuncilmember Niva asked if Marysville had to go through all the <br /> processes owithtl OH,Rllendarfel all the d permit., before beginning <br /> cons en answered.yes. <br /> Councilmember Morrow asked if the city will have enough water to <br /> serve the city and to cover this contract and Claire Olivers of the <br /> Utilities Department said there would be ample water to take care of <br /> the city and all present commlttments and the Marysville contract. <br /> Charles Earl,District Manager of the PUD,asked the council not to <br /> approve or provide authority to the Mayor to sign the contract with <br /> Marw <br /> Marysville. He said there were three points he wanted the council <br /> '- to consider, the first being adequate nvironmental revue has net <br /> • been done. Second, Everett and the PUD has a contract and working <br /> • relationships that is not.beingrespected and thd,it runs counter <br /> to the spirit of a coordinated water supply planning process. <br /> He said Everett end the PUD has had a contract for thirty years <br /> initiated in 1960 under Federal Energy Regulatory Commission.
