534 <br /> December 20,1989 <br /> f- WHEREAS, it is the goal of the applicant that minority <br /> business enterprise be utilized to the fullest extent possible in <br /> connection with these projects, and that definite procedures have <br /> been established and administered to ensure that minority business <br /> shall have the maximum construe-ion contracts, supplies, equipment <br /> contracts,or consultant and mthi ervices;: <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br /> CITY OF EVERETT THAT: <br /> it 1. The Mayor Is authorized to execute end file an application on <br /> behalf of the Ciy of Everett with the U. S. Department of <br /> Transportation to eld In the financing of planning, capital and <br /> operating assistance projects pursuant t0 Sec. 9 of the Urban Mase <br /> Transportation Act of 1964,es amended. <br /> 2. The Mayor is authorized tos%cute end file with such <br /> applications a any other document required by the U. <br /> S. Dept. of Transportation effectuating the purpose of Title VI of <br /> the Civ/Rights Act of 1964. <br /> 3. The Mayor is authorized to furnisM1s uch additional <br /> information as the U. S. Dept. of Transportationmay require in <br /> connection with the application for the program of projects and <br /> budget. <br /> 4. The Mayor is authorized to set forth and a%ecute affirmative <br /> minority business policies in connection with the program of <br /> projects and budgets procurement needs. <br /> 5. The Mayor/s authorized toe cute grant agreements on behalf <br /> of the City of Everett with the U. S. Dept. of Transportation for <br /> aid in the financing of the planning, capital end operating <br /> ass/stance program of projects and budget. <br /> Roll was called with all Councilmembers voting yes. <br /> Motion carried. <br /> PUBLIC HEARING <br /> COUNCIL BILL N0.8912-127 GLENWOOD AVE.REZONE <br /> President Niva said this is the public hearing on request for the <br /> rezone a <br /> of 7.30 gross acres from R-1 to R-3(A) with concomitant <br /> agreement to allow theconstruction of a 103 unit apartment <br /> complex. She said the hearing tonight wouldbe on the revisions <br /> that staff has made and she would restrict the discussion to the <br /> revisions as <br /> council had heard'testimony on the proposed rezone. <br /> She said city staff would speak first, then a presentation bythe <br /> applicant rh and following tha that Mx. Allwould fer, representing the <br /> neighborhood. After that she said she would hear from citizens but <br /> asked that they not repeat what has already been said. <br /> Mary Cunningham said Planning Commission held three public hearings <br /> n the proposal. Planning Commission did not reach an s to <br /> recommend either approval or denial of the rezone. Theapplicant <br /> appealed to City Council. <br /> 1111111111111.1.111 <br />
