January 20,1290 23 <br /> Moved by Councilman Overstreet, seconded by Councilman Diamond that <br /> this is declared to be the final reading of Council Bill,901-1 and <br /> the City Clerk is directed to call the roll for the final <br /> disposition of the ordinance. <br /> Councilman Morrow said he had talked with the Superintendent of the <br /> Everett School District who said it cost $3000 a year for each <br /> student but the cost to house a student from a capital standpoint, <br /> to build a new school is$10,000 a student so the total cost is not <br /> being reflected vath this development. <br /> Councilman Overstreet asked allot the traffic flow being much faster <br /> than anticipated. <br /> Dave Davis, Traffic Engineer, said in regards to areas in Everett <br /> where there are traffic problems, predominantly <br /> its Sr southwest <br /> Everett. 526 corridor where employment dumps out at the peak hours. <br /> Evergreen Way and 526, Evergreen Way and Casino. Olst and Rucker, <br /> 41st and Colby during the peak hours. Traffic count taken recently <br /> shows an increase of 7 1/2% throughout the city. This isn't <br /> particular to Everett,it's the entire northwest. Growth Cr Everett <br /> hes increased about 5 to 7%in the last three years. Some traffic <br /> counts have increased over 30%. <br /> Councilman Overstreet asked about the intersections that Merrill <br /> Creek would be impacting and Mr. Davis said in the year 1295 if a <br /> traffic intersection has to be improved that was directly related to <br /> that development, they would have to pay the full cost. If the <br /> improvements needed to be made in 1995 regardless of these <br /> developments,they would pay their fair share cost. <br /> Councilman Gipson said he found that the applicant had done a good <br /> job presenting the facts to uphold the rezone. <br /> Councilman morrow said he opposed the proposal and felt it should <br /> remain in the same zone and the development should be constructed <br /> where It is properly zoned for it. <br /> Councilman Overstreet asked about vacant property in Everett. Bob <br /> Landles said there are 99.8 acres of 93 and 35 acres of R3(A) and <br /> 300 acres for low density multiple family.
