42 February 7,1990 <br /> 1. The City of Everett supports legislation that would prohibit <br /> the issuance of a license to carry a concealed weapon to a <br /> person who has been convicted on any felony offense or who <br /> has been convicted of unlawful display of a firearm. <br /> Roll was called with all councilmembers voting yes. <br /> Notion carried. <br /> : SPACE NEEDS STUDY <br /> Mayor Kinch requested that Council consider a space needs study for <br /> . city offices. He stated that the study is necessary for the <br /> efficient utilization of all city office space in order to <br />: effectively serve the citizens of Everett. He recommended that a... , <br /> contract be authorized with Larsonend° a Associates of Mercer <br /> Island at a cost of $68,000 plus sales tax. Larson-Loendorf has <br /> completed studies for the City in the past. He asked for a$5,000 <br /> contingency for minor costs beyond the original agreement. <br /> Councilmember Overstreet asked if this item could be held over to <br /> next week's agenda for consideration. The Mayor said he felt it is <br /> imperative that the study be authorized as soon as possible <br /> especially in the case of the Police Department remodel end Fire <br /> Station f2. <br /> councilmember Gipson said the Budget & Finance Committee could <br /> review the funding allocation next week if the agreement is approved. <br /> Moved by councilmember Diamond, seconded by Councilmsmber Overstreet <br />! to authorize the Mayor to sign an agreement with Larson-Loendorf a <br /> Associates for a space needs study at a cost of$68,000 plus sales <br /> tax and$5,000 for contingency planning with a four month completion <br /> date. <br /> Roll was called with all councilmembers voting yes. <br /> Motion carried. <br /> HUMAN NEEDS PRIORITIES <br /> Councilmember Anderson reported on the Human Needs Priorities for <br />'+- I 1990. He stated the committee met on February 6 to establish the <br /> priorities. <br />, Virginia Gullickson, Chair of the Human Needs Advisory Committee, <br /> reported that the Snohomish County Human Needs Assessment Survey was <br /> used as a resource guide in determining the needs of the community. <br /> The 1990 priorities in order of importance ere, <br /> 1.
