Discussions with potential bidders <br /> indicated that firms were still interested in bidding. council <br /> authorized a rebid for July 6,1990. Two bids were received and two <br /> other firms sent notification that they could not bid because State <br /> law 39.80 prevents a professional service provider from competitive <br /> bidding.
