221 <br /> August 22,1880 <br /> Councilman Moser had a question regarding the intended use of the <br /> vehicles. <br /> Roll was called with all councilmen voting yes. <br /> Motion carried. <br /> PURCHASE <br /> Moved by Councilman Moser, seconded by Councilman Overstreet to <br /> authorize Purchasing to order 76 Bandix/King hand-held radios and <br /> accessories from State Contract 205-88 for the Police Department for <br /> 852,400. <br /> Counoilnenbers had questions regarding the budgeting of this item. <br /> William Cushman asked for a few minutes to research the answer. <br /> Later in the meeting Mayor Kinch asked that this agenda item be <br /> delayed. <br /> J <br /> The high capacity transit legislation(ESHB 1825)requires that the <br /> transit agencies in the three Central Puget Sound counties <br /> (Snohomish,King and Pierce)enter into an interlocal agreement that <br /> creates the Joint Regional Policy Committee (JRPC) which is <br /> responsible for establishing the regional High Capacity <br /> Transportation(HCT)implementation plan and financing package that <br /> goes to the voters. <br /> The agreement establishes the Joint Regional Policy Committee; <br /> defines its membership; identifies its responsibilities; and <br /> provides for its sunset. Much of the agreement is taken verbatim <br /> from the enabling legislation. <br /> Moved by Councilman Overstreet, seconded by Councilmen Morrow to <br /> authorize the Mayor to sign en interlocal agreement to establish the <br /> Joint Regional Policy Committee for High Capacity Transportation. <br /> Roll was called with all councilmen voting yes. <br /> , <br /> Motion carried. <br /> BIO REPORT <br /> Brian Jones informed councilMenbers Of sOne changes in the <br /> circumstances of this L.I.O. A study made on the wetlands in the <br /> area found that there would be significantly less developable land <br /> which would increase the assessments from approwimatelY$2,800 Per <br /> lot to 86,200 per lot. Property owners wished councilmembers to be <br /> informed of this in order that Council might decide to revisit the <br /> formation of the L.I.D. Brian pointed out that the estimated cost I <br /> Per lot would be less than that of a recent comparable project and <br /> that current costs for replacing septic systems would be Mare than <br /> the proposed assessment. <br /> I.- <br />
