1 <br /> October 3,1990 393 <br /> SOLID WASTE INTERLOCAL AGREEMENT <br /> The meeting of the Everett City Council reconvened at 7:00 p.m., <br /> October 3, 1990 in the Council Chambers of theEverett City Hall, <br /> President Pope presiding. Upon roll call it w found that MayorY <br /> Kinch Kinch and all councilmen were present except Councilman Moser who <br /> ed. as <br /> President Pope said that e motion made at the council meeting of <br /> September 19, 1990, is on the floor. The motion is as follows:Moved I <br /> by Councilman Gipson,seconded by Councilmen Overstreet to ter into <br /> an interlocal agreement with. Snohomish County for solid waste f <br /> disposal. <br /> President Pope stated that first staff would give a review of the <br /> agreement, then comments would be accepted from citizens, end then 1 11 <br /> the Council would discuss the agreement and make a decision. <br /> Bruce Jones, City Attorney, Introduced Dr. Greg Poremba of EBASCO, <br /> who did the Solid Waste Management Plan for the City of Everett. Or. <br /> Poremba gave a history of the development of the len. He stated the I'„�1 <br /> a <br /> purpose W to develop policy and programs and t direction to i' <br /> establish operating plans for the management of the city's solid j414 � <br /> waste. <br /> Cr. Poremba said the program started in 1908 with the establishment N��l�' <br /> of the Solid Waste Planning Committee who developed a mission <br /> statement ^Provide an nvironmentally s und, regionally ca00dinated <br /> solid w to m nacgeemnn ay stem which protectsand meets the a oma bo <br /> goals of the Scheme of Everett'. Together with the mission <br /> statement the committee reviewed the following options: 1 4 IJ�i <br /> 1. Minimum amount of materiels sent to landfill <br /> 2. Minimum Change(status qua) 4 <br /> 3. Maximum reuse of materials 1 �4,. <br /> 4. Minimum coat to ratepayer. 1 <br /> The Solid Waste Plan which was <br /> 1 1 <br /> recommended by the committee was <br /> adopted by Resolution Na. 3176 in 1989. The Plan includes private <br /> system, flexibility, emphasis onecycling, option for incineration <br /> and coordination with the County Plan. <br /> 1 <br /> Or.Poremba said the Plan is now beginning the 45 day review period <br /> at the Washington State Department of Ecology. .11+...' <br /> Jim Waldo of Gordon, Thomas, Honeywell, Malone, Peterson 6 Oalheim, <br /> special negotiator representing the City for the greement, reviewed <br /> the a <br /> changes and clarifications o included in the interlocal <br /> agreement (revised 10/2/90). Boththe maker of the motion and the <br /> seconder of the motion agreed that the motion includes the changes <br /> and clarifications in the 10/2/90 revision. <br /> J1 <br />
