The <br /> process necessary to complete the community theater is a three phase f' 1' <br /> process. The first phase involves formal development of a Community <br /> Theater Plan and RFP (request for proposal). The second phase <br /> involves the review of all the developers aspiring to do the + <br /> design/build portion of the community theater and make . <br /> recommendation to the City for the prevailing developer.
