462 <br /> November 14,1990 <br /> PUBLIC HEARING <br /> WEYERHAEUSER ANNEXATION AREA ZONING <br /> Inc Planning Commission has recommended M-2, Heavy Manufacturing <br /> Zoning for the Weyerhaeuser annexation area with a prohibition on <br /> uses with "potentially noxious impacts." However, the Commission <br /> did not include any criteria for determining"noxious, <br /> Staff feels that the Planning Commission recommendation will be <br /> difficult to administer, and has outlined several alternatives for <br /> Council's consideration. Staff recommends that the City Council <br /> consider each of the listed alternatives, or any other alternative <br /> which the Council feels is reasonable,select one,and direct staff <br /> to prepare en ordinance for three readings upon the zoning <br /> alternative it feels is most appropriate. <br /> 1. Planning Commission recommendation, which is N-2 zoning, <br /> provided that uses with "potentially noxious impacts", as <br /> determined by the Planning Director,shall be prohibited. <br /> 2. M-2, with no additional limitations beyond those of the <br /> zoning code and any SEPA imposed mitigation measures, as <br /> staff had originally recommended to the Planning Commission. <br /> 3. .2, with no limitation on permitted uses beyond those <br /> prohibitions listed in the zoning code, with more rigid <br /> development and performance standards that limit such things <br /> es lot coverage, building height and bulk, hours of <br /> operation, limitations on outdoor activities, etc. This <br /> could be implemented through the .resolution of intent to <br /> rezone" process, in which the City Council would have to <br /> confirm that any use developed on the site was in conformance <br /> with any conditions which the council had applied to the <br /> property before the zoning would be formally changed to N-2 <br /> end occupancy permits issued. <br /> I. 14.or C-2 zoning,with no additional limitations.
