November 16,1.0 458 <br /> WHEREAS, the Planning Commission has recommended that the <br /> city Council approve the requested amendment to the Land Usa Map of <br /> the Everett General Plan, and that the intent of said amendment be <br /> implemented through a Performance Agreement Rezone;and <br /> wHEREAR,the City Council finds the following: <br /> 1. The proposed change of the land Use Map is aPProPriate <br /> heeause existing commercial 3011ing and commercial land bses <br /> established within and immodiately adjacent to the subject <br /> area hate significantly encroached into the immediate <br /> 2. The Highway Commercial area contiguous to the west of the <br /> proposed amendment area is an intensively developed <br /> neighborhood retail district which is deficient in off-street <br /> parking by current standards. Approval of the amendment me <br /> proposed will benefit the public safety and welfare by <br /> allowing a currently deficient parking situation in the area <br /> to provide convenient,safe and attractive off-street parking <br /> in accordance with zoning code requirements. <br /> 3. By limiting the use of properties within the amendment <br /> area to off-street parking for the existing businesses <br /> fronting on Broadway, the existing commerc.ally zoned area <br /> can upgrade and more efficiently utilize the 8-2 zoning <br /> potential along the highway frontage. Any intensification of <br /> existing businesses or uses may only occur on the Broadway <br /> ag, since the use of the amendment area shall be <br /> limited to off-street parking. <br /> 4. The proposed amendment, as implemented through the <br /> Resolution of Intent to Rezone, will provide appropriate <br /> buffers and a transition in scale between the existing <br /> commercial zoning and the residentially zoned area to the <br /> east. <br /> 5. The amendment, as implemented through the Resolution of <br /> Intent to Rezone, will provide sufficient aesthetic <br /> 1, <br /> protections to the residential area to the east so as not to <br /> visually incompatible⢠<br /> NOW, THEREFORE, BE IT RESOLVED THAT the City Council does <br /> hereby amend the land use designation for the entire west side of <br /> the 1800 block of McDougall Avenue from"Single Family Detached,5 <br /> to 10 Dwellings per Cross Acre"to"Highway Commercial", the intent <br /> of which will be implemented through a Resolution of Intent to <br /> Rezone the entire west sic.of the 1800 block of McDougall Avenue <br /> from R-2 to B-2, subject to the terms and conditions specified in <br /> said Resolution of Intent to Rezone. <br /> Z:n3tIrtned"ollerthe"Voggy"1:nelo=nro7min:e'wittn:2.o:17C15rZor:'1:9 <br /> . requirements and will be required to be removed. 1 <br /> Roil was called with all councilmen voting yes except <br /> Otafoibmmf <br /> Anderson who was excused. <br /> Motion carried. <br /> 1 <br />
