This area is designated for urban levels of development <br /> by existing County comprehensive plans and is anticipated to <br /> continue experiencing significant population increases at <br /> rapid rates;and <br /> 6. The City realizes that the best method of determining how <br /> to provide municipal services and facilities to this area is <br /> through a coordinated planning process with all providers of <br /> urban services;and <br /> 7. The City, Snohomish County, and neighboring cities are <br /> now required by the Washington Growth Management Act to <br /> Go8Peretivell plan and designate areas for urban growth and <br /> to provide urban levels of public services;and <br /> 8. The City of Everett is the only governmental agency with <br /> jurisdiction in this area capable of providing all essential <br /> municipal services;and <br /> 9. :The Growth Management Act encourages future growth in <br /> designated urban areas and particularly within incorporated <br /> municipalitieS;and <br /> 10. Both the City and the Growth Management Act recognize <br /> that annexation is generally an efficient and equitable <br /> mechanism for promoting adequate service levels for <br /> development at urban densities;and _,, 4 <br /> . 1 <br /> 11. The existing annexation policies of the City are not <br /> adequate to address the complex issues related to service <br /> area planning and processing of annexations;and <br /> 12.The City must designate and commit itself to approximate <br /> ultimate extension of City services and corporate boundaries 4 <br /> in order to adequately plan for capital facilities and <br /> services;and <br /> 13.The Planning Commission has held a public workshop and a <br /> public hearing on the Urban S;tvice Area Element of the <br /> Everett General Plan, has considered public testimony, and <br /> recommended that the City Council adopt the PolicY <br /> NOW, THEREFORE, BE IT RESOLVED that the City of Everett <br /> hereby adopts the URBAN SERVICE AREA ELEMENT of the Everett General <br /> Plan, a copy of which is attached hereto and incorporated by <br /> reference, as the official policy guide regarding extension of <br /> municipal services to unincorporated areas, intergovernmental <br /> g:rta n relating to urban services, and annexation; provided <br /> her'label 'These Il Annexation Area.be from the map <br /> for the areas south of 132nd Street and east removedof 35 Avenue SE. The <br /> City recognizes the area south of 132nd Street and west of 35th <br /> Avenue SE as a logical area for potential annexation,but wishes to <br /> further address the boundaries in this area with the cities of <br /> Lynnwood and Mill Creek. The City is concerned about the impacts of <br /> growth within the area east of 35th Avenue SE upon the City of <br /> Everett, and will conduct further study before designating any <br /> portion of this area within the vPhase II Annexation Area.. <br /> - _ <br />
