Annexation area were sworn On by the City <br /> President Morrow stated the process to be followed is that the <br /> staff will make a presentation not to exceed 15 minutes; <br /> property owners or their representative will make a <br /> presentation not to exceed 20 minutes; the formal neighborhood <br /> group will have 20 minutes for their remarks and then each <br /> citizen will have three minutes to present their views. The <br /> property owners will provide their closing remarks and staff <br /> will complete the presentation with cicsihg remarks. <br /> Allan Ciffen,Planning Department, stated that a 3.57 acre area <br /> located on the northeast side of East Marine View Drive was <br /> annexed to the City on April 4, 1990. The Planning Commission <br /> has...commended that the propexty-,be zoned M-2 (Heavy <br /> Manufacturing). At the City council's.April 4, 1990 hearing, <br /> neighbors expressed concerns about the zoning, and the City <br /> Council remanded the zoning issue to the Planning Commission. <br /> C The Planning Commission subsequently recommended. that the <br /> property be zoned M-2, with a prohibition on uses with <br /> "Potentially noxious impacts." On November 14, 1990, staff <br /> asked City Council to consider several alternative zoning <br /> designations in order to give staff further direction. The <br /> City Council directecOstaff to prepare an ordinance that would <br /> zone the subject property C-2 (Heavy Ccomerical-Light <br /> Industrial). <br /> Br. Giffen recommended that the Council also ado t the Findin s <br /> and Conclusions and attach then.to the Ordinance as a part of <br /> the decision. <br /> Brad Cattle, Attorney for the property owners, Benson and <br /> Weyerhaeuser, stated that the recommended action is considered <br /> a rezone. He stated the M-2 zone is consistent with the <br /> Comprehensive Plan and that the rail access is a valuable <br /> commodity. He recommended that Council consider to improve the <br /> definition of transfer site to exclude this activity from <br /> neighborhoods. <br /> Viola Oursler, 551 Pilchuck Path, representing the Northeast , <br /> Everett neighborhood, said they are trying to establish a <br /> buffer between the site and the neighborhoods. They support <br /> the recommendation to establish a zoning classification of C-2 <br /> (Heavy Commercial-Light Industrial) for the Weyerhaeuser <br /> Annexation area. <br /> C <br /> • <br />
