38 0 <br /> January 23,1991 <br /> COUNCIL BILL 9101-4 <br /> FINAL REAPING: <br /> AN ORDINANCE amending the exemption section of the <br /> Massage Parlor licensing ordinance, Chapter 24, Section <br /> 2 of'.Ordinance No. 295-74 (Everett Municipal Code <br /> 5.96.020). <br /> Moved by Councilman Pope, seconded by Councilman Moser that <br /> this is declared to be the final reading of Council Bill No. <br /> 9101-A. <br /> Jim Ile s Legal Department, stated that the City's sage <br /> parlor licensing ordinance requires"State licensedasage <br /> practitioners to obtain massage parlor licenses from the City. <br /> Council asked Staff to ork with them ssage therapists and <br /> return to Council with a recommendation. <br /> The proposed ordinance is the result of the efforts of both the <br /> massage practitioners and staff. It amends the City's massage <br /> parlor licensing ordinance by exempting licensed massage <br /> practitioners from massage parlor licensing requirements. Mr. <br /> Iles pointed out three minor changes that need to be <br /> addressed., On page three, (I)tl and c,the word Washington be <br /> inserted before"state APPROVED Massage school"and (I) c the <br /> word or should replace the word of after"City Clerk". <br /> Maxine Rogalski,8306 B 5th Avenue W, Everett, representing the <br /> North County Massage Practieners Association. She thanked <br /> everyone responsible for making it possible to bring this <br /> amendment before Council. The intent of the amendment being to <br /> make it possible far more massage practloners to practice in <br /> the City of Everett. <br /> Taya Countryman explained that this change came about because <br /> of a change in state legislation to make massage practloners <br /> part of the health care field.
