Upon roll call it was found that Mayor Kinch and <br /> all councilmen were present. <br /> The minutes of the February 2, 1991 meeting w approved as <br /> printed with President Morrow abstaining from the vote. <br /> PROCLAMATION <br /> Mayor Kinch proclaimed the week of March 9 through March 17, <br /> 1991 as Irish Heritage Week in the City of Everett and declared <br /> all residents to be honorary Irish and thereby eligible for the <br /> "Wearing O'the Green" on St.Patrick's Day. <br /> II LIGHT RAIL 5TATION LOCATION STUDY <br /> Mayor Kinch introduced Caroline Feiss, Executive Director of <br /> station. Ms.a Feis report Feiss that c the locationstudy <br /> oterminus lightr the rail <br /> a is <br /> years away but that.the report makes various recommendations <br /> Por the City to..assure that the terminus is ed in the <br /> area planning. She spresented the City of Everetttt Station Area <br /> Study to the Council for their review. <br /> MAYOR'S COMMENTS <br /> Mayor Kinch introduced Sarah France, Director of the Office of <br /> Neighborhoods, for a special presentation. Ms. France <br /> introduced Rick McDonald, Chair of the Neighbor-to-Neighbor <br /> Program, who presented Mickey Dobson with a Certificate of <br /> I C Merit for her volunteer efforts on behalf of the families of <br /> the Desert Storm participants. <br /> Ms. France presented a Certificate of Merit to Rick McDonald <br /> for his untiring efforts for the success of the program. She <br /> also recognized Councilman Frank Anderson who spearheaded the <br /> t., idea of the support group for the families of the Desert Storm <br /> 'personnel. <br /> C <br />
