C <br /> 345 <br /> July 10,1091 <br /> AGREEMENT-ALDERWOOD WATER DISTRICT <br /> Moved by Councilman Diamond,seconded by Councilman Anderson to <br /> authorize the Mayor to sign an agreement with Alderwood Water <br /> District for construction of the first phase of a storm drain <br />• on Evergreen Way. <br />• <br /> Councilman Moser questioned why this hadn't gone through the <br /> bid process. <br /> Dan Mathias stated there was a reputable contractor in the area <br /> who could do the work at a reasonable cost. <br /> Ken Mousden said the project dealt with the headwaters, a very <br /> sensitive area. The area was already torn up and that this <br /> would be the most expedicus way to resolve this problem. <br /> Councilman Pope felt this was a very large amount not to go to <br /> bid. <br /> Councilman Anderson asked if the City could be held liable for <br /> not going to bid. <br /> We't'tLe"PTlirgrk's"::atsuatt'reqUiXe that is Ia pvh out to <br /> Councilman Overstreet questioned how we know we're not paying <br /> for mobilization. <br /> Dan Mathias Said our consultant, James Mentgomery, felt this <br /> was a reasonable and competitive bid. He further told Council <br /> that if this bid was not accepted it would probably go to bid <br /> next year;however,flooding could result end the cost would be <br /> higher. <br /> Councilman Pope asked if Council liaisons were aware of this. <br /> C The answer was no. <br /> Councilman Morrow was concerned that the many years of efforts <br /> for fish enhancement at Pigeon Creek not be put in jeopardy. <br /> Moved by Councilmen Moser to table this until next week <br /> requesting additional information and justificationfor this <br /> action along with time schedule. <br /> C <br />• <br />
